Key Duties & Responsibilities
Business Development (50%)

• Lead the review and implementation of Trócaire Somalia's funding strategy, in line with country programme needs and external funding opportunities
• Lead and advise on the development of good quality and well-designed proposals for submission to institutional and private donors
• Advise on donor funding streams which match with priorities, projects and programmes and take the lead in structuring the approach towards making a funding application
• Pro-actively identify opportunities for securing institutional funding from in-country donors, embassies, and trust funds. This will involve close liaison with Global Partnerships and Funding staff in Trócaire's Head Office and Nairobi
• Keep up to date with donor policy developments and trends, in the development and humanitarian sectors in-country, and represent Trócaire in funding review groups/networks, as appropriate
• Lead the programme team in grant inception meetings, grant review meetings, and grant close out meetings
• Strengthen existing contacts with donors and support programme staff and management to establish and build new donor contacts

Programme planning and Institutional funding applications.

• Act as key focal point for the proposal design/development
• Facilitate design workshops with relevant technical coordinators and other team members for the development of the proposal
• Lead and coordinate the development of institutional funding applications (concept notes and full proposals, including narrative and financial sections) in close coordination with programme coordinators, CMT, Programme Accountant, Regional and Head Office programme and Business Development teams

Grant management

• Provide advice, guidance and support to staff and partners to meet the contractual obligations and donor requirements
• Maintain and/or develop grant and programme financial management tracking systems
• Work with programme and finance staff to ensure compliance with all financial requirements
• Support programme coordinators and partners (where relevant) in the timely development of reports
• Review all donor contracts (including changes) and keep country management and programme coordinators informed of Trócaire's responsibilities
• Support the country teams to ensure all programme and project documentation is kept as appropriate on Trócaire's Management Information System (Salesforce)
• Support the team to work through complexities, intractable issues and ambiguities
• Support any due diligence processes with the Programme Accountant and ensure dedicated action plans are in place where weaknesses have been identified
• Support any risk assessments with the Programme Accountant and ensure mitigation measures are included in the proposal document

Donor relationship building

• Support the Country Director to build new donor contacts, strengthen relationships with current donors and negotiate new contracts with donors
• When required, represent Trócaire and organisational programmes to external parties including donor and other coordination meetings and those presenting co-financing opportunities
• Work closely with IFU at head office to ensure coordinated contact with donors

Capacity building

• Provide support to staff on topics including proposal development, log frames, budgeting, report writing, monitoring and evaluation
• Advise programme teams on how to comply with audit and expenditure verification requirements, and provide quality assurance on the maintenance of project files

Other

• Develop briefing and promotional materials to showcase and generate interest in the programmes: i.e. briefs, updates, case studies, photo stories, website materials etc

Requirements

• Graduate level qualification or equivalent experience in Development Studies, Social Science, or related area
• Minimum two years' experience of proposal and report writing for major international donors including the DFID, European Union, Irish Aid, Big Lottery Fund, Comic Relief, UN, other relevant trusts/foundations
• Proven track record of securing significant institutional funding from successful grant applications
• Experience of managing grants from donors such as: DFID, European Union, Irish Aid, US Aid, Big Lottery Fund, Comic Relief, UN, or other relevant trusts/foundations
• Excellent writing skills in English, including proposals and reports

Key responsibilities:

Programme Development and Management: 

• The Programme accountant position’s main purpose will be to ensure that there is compliance with all finance management requirements of the above respective Donor contract conditions and requirements.
• The position will extend full Grant Management support to the respective donor projects, oversee and ensure that the Trocaire project staff and implementing partners are aware of and fully comply with the respective donor grant agreements terms. The position will also have responsibility for conducting and administering partner assessments of their Capacities, Risk profiles as well as Trocaire’s “18 Minimum Requirements” Framework, ensuring that results from all these efforts are fully addressed including overseeing all resulting capacity building/development efforts in their Governance, Financial Management, Administrative and other Internal Control System areas – thus enhancing their effective programme delivery. The position is expected to provide technical support and advice to the project staff and partners. A considerable amount of the time will be spent with field offices and with partners in field locations.
• Working directly with the Programme Finance Manager and closely with the respective Programme leads/Programme Manager:
• Undertake and partake in partner risk pre-assessments and grant start-up meetings.
• Undertake partner financial, compliance and/or operational audits as requested and share such results/recommendations.
• Undertake project compliance trainings for project staff and partners on the award’s governing regulations, Trocaire requirements/tools/processes as well as other award expectations, including generally accepted international financial management practices.
• Support partners in preparation and review of their budget revision requests costed-work plans and cash flow projections.
• Prepare project funds requests for review and approval by the PM & HOF.
• Facilitate timely grant processing to partners through Agresso and subsequent disbursements, regularly updating the project on disbursement status.
• Maintain a robust partner financial reporting schedule and ensure this is tracked at all times.

Grant Management and reporting.

• Implementation objectives and Donor obligations.
• Ensure all IF budgets are uploaded and approved in the financial system – Agresso as per the laid down process.
• Share properly coded and phased budgets with the Programme leads.
• Budget proof all expense transactions being posted in Agresso to ensure that the correct codes have been used to minimise coding and posting errors in Agresso including salary /cash requisitions/cashbooks among others.
• Prepare donor financial report for review by the PM and FAM ensuring that it is accurate, and costs therein are valid and comply to all applicable guidelines.
• Conduct and share results of expenditure verification and site visit exercises with the Trocaire project staff, senior management as well as the partners, ensuring that all agreed recommendations are addressed in a timely manner.
• Review data in project grants database which uses the Salesforce platform to ensure grant information is captured accurately by Programme for the in-country grants portfolio.
• Support Project leads and Business development unit in development of proposal budgets.
• Spearhead the grant kick off and close out meetings to ensure smooth implementation of the specific projects. Ensure the staff have the required donor compliance requirement.
• Support any on-going project audit exercises and coordinate all participating partners to respond to audit requirements.
• Follow up on resolving all arising audit issues and ensure that there is full implementation of all agree audit recommendations.
• Review all partner financial reports submitted ensuring their accuracy and completeness, including securing the validity of expenses reported.
• Sign off on all partner monthly fund reconciliation statements.

Provide Technical Financial Management Advice and Support to Programmes

• Track and undertake the over grant status/fund reconciliation in in the Agresso financial system.
• Track the grant Budget Vs Actual through Agresso and appropriately advise project management on arising variances.
• Participate in regular programme meetings providing needed support.
• Analyse, alert and advice the project management on any financial and other risks that would impact on the delivery of project.
• Partake, review and recommend on behalf of Trocaire all major partner procurements and other financial obligations before their commitment and/or payment. Enhance partners capacities to undertake these processes.

Requirements

• Qualifications: Bachelor’s degree in business related Field.
• Professional accountancy qualification (CPA or ACCA).
• Master’s Degree in related field is an added advantage.
• Minimum of 3 years’ experience in the administration of financial, accounting, and sub-grant management processes within a large, multi-faceted donor funded project.
• Experience with donor project accounting requirements including demonstration of a deep familiarity and application of those terms. This is a must requirement for the job.

• The role will report to Humanitarian Manager - Operational. The role can be based in a Trocaire Country Office in one of the following countries: Zimbabwe, Kenya, Ireland, UK

Key responsibilities

General Humanitarian Advisory Role

• Support Trócaire humanitarian and country staff and partners in the design and implementation of principled, needs-based humanitarian response programmes
• Provide technical advice on emergency preparedness and humanitarian response to Trócaire staff and local partners
• Provide surge deployment to cover gaps in country teams for short periods
• Convene Emergency Management Team meetings with priority countries on a monthly basis to facilitate crisis monitoring, identification of support needs, trouble shooting etc)
• Support the implementation of, and adherence to, programmatic and organisation-wide, systems and procedures for ensuring good practice to meet sectoral standards in humanitarian protection, accountability and programme quality. These standards include but are not limited to; the Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organizations (NGOs) in Disaster Relief, the Sphere Humanitarian Charter and Minimum Standards in Disaster Response, Core Humanitarian Standard; Minimum Environmental Requirements

Support to Institutional Funding of Humanitarian Programmes

• Provide technical review of proposals ensuring donor requirements and approaches are considered and proposals are in line with humanitarian technical standards
• Support country teams in their oversight and monitoring of humanitarian grant implementation, undertaking field monitoring, coordinating internal reviews and learning exercises when required
• On occasion, support, or lead on the development and submission of high-quality funding proposals (including narrative and financial elements) for humanitarian programmes, often to tight deadlines

Emergency Preparedness and Contingency Planning

• Develop quarterly humanitarian forecasting for FCAS portfolio countries to facilitate timely and appropriate country level preparedness and response actions
• Support Trócaire country offices and pre-selected partners in the development, roll-out and the implementation of up-to-date Emergency Preparedness Plans through training, monitoring and follow up.
• Support the roll-out of contingency planning for Trócaire offices and partners in advance of predictable crises, and subsequent responses to the same

Working with the Humanitarian Team and Cross-Organisationally

• Work closely with the Fragile and Conflict Affected States country portfolios to identify opportunities for joint funding, programming and learning on various themes including conflict sensitivity, Resilience and Nexus programming.
• Work closely with the Humanitarian Protection Advisors to ensure gender and protection are addressed in all aspects of programming work, both in relation to partners and in working with colleagues in Trócaire.
• Work closely with the Humanitarian EFSL and Cash Advisors to ensure high quality emergency food security, livelihoods and cash programmes are effective, appropriate and timely.
• Work closely with the Programme Impact and Learning (PIL) team and M&E colleagues on relevant assessments, documenting evidence on effectiveness of to inform improved practices and quality programming.
• Work closely with the Institutional Funding Advisors to develop high quality proposals and reports for donors.
• Work closely with the Humanitarian Policy and colleagues in the Policy Unit to support the development of humanitarian programme and policy work as required

Engaging with external stakeholders on humanitarian response

• Take a lead role in building links with and representing Trócaire within humanitarian networks and / or working groups
• Promote Trócaire’s humanitarian work through the Caritas network, including through active participation in inter-agency Caritas initiatives on humanitarian response

Other Duties

• Any other reasonable duty as may be assigned by Humanitarian Manager or Head of Humanitarian Programmes that is consistent with the nature of the job and its level of responsibility. This will include the promotion of Trócaire through the media in conjunction with the Trócaire Communications Unit.
• International travel and work
• Be willing to travel for up to 4 months per year and to undertake the above tasks in project locations worldwide, sometimes in insecure environments and at short notice. This would normally include blocks of up to 3 weeks travel but could include longer secondments when required.

Qualifications and experience:

• 5 years’ experience in the humanitarian sector, including at least 2 years international experience preferably in complex or insecure environments.
• Third level qualification in humanitarianism, development or related area and/or relevant humanitarian training and experience

• Act as the chief online learning developer for Trócaire’s Global Hub on Partnership and Localisation, developing methods, processes and guides to support the creation of learning resources.
• Serve as an organisational Focal Point for Trócaire with the service provider of Trócaire’s external learning platform, Fabo.
• Familiarize oneself with Fabo and develop expertise in content creation using this platform.
• Create high quality and creative digital content on the Fabo platform, in collaboration with Trócaire staff and partners.
• Provide expert advice and guidance on digital content creation and learning to Trócaire staff and partners.
• Train Trócaire staff and partners on the use of the learning platform.

Key Duties & Responsibilities:

Shared reflection, learning and resource development

• Facilitate shared reflection and peer-to-peer exchange, creating a space for local, women-led organisations co-leading GBV sub-cluster coordination mechanisms in Somalia and South Sudan to connect and share experiences.
• Capture and disseminate learning on the experiences of women-centred organisations co-leading coordination mechanisms, in line with project commitments.
• Support with the dissemination of the Women Led Organizations Leadership in GBV Coordination Resource Package.
• Facilitate peer-peer online sessions with a larger group of WLOs leading GBV working groups.
• Develop written reflection pieces to document the project.

Grant coordination and management

• Oversee and coordinate project implementation as per approved proposal, including all aspects of planning, design, delivery, coordination, monitoring, communication and donor liaison.
• Ensure proactive management of the grant in compliance with Trócaire and donor regulations and requirements, as well as oversight of day-to-day administrative tasks relevant to the grant.
• Establish strong internal MEAL and reporting systems for the grant and develop high quality and timely reports to meet all internal and donor reporting requirements.
• Ensure systematic information and knowledge management for the grant, including appropriate use of organisational grant and financial management platforms (Agresso, Salesforce, Box).

Technical support and accompaniment to women-led organisations

• Working with in-country GBV specialists in each project location, coordinate and support the provision of technical support and accompaniment through mentoring and ongoing training relating to women’s leadership, technical GBV response, and coordination skills.
• Oversee technical support (including managing a consultancy and allocating financial resources) for resource mobilisation and organisational resilience of 2 women-led organisations.
• Stay abreast of, and align Trócaire’s approach to, sectoral best practice and minimum standards. This includes the Inter-Agency Minimum Standards for GBViE Programming, the GBV AoR Handbook for Coordinating Gender-Based Violence Interventions in Emergencies and the IASC Localization Guidance on Strengthening Participation, Representation and Leadership of Local and National Actors in IASC Humanitarian Coordination Mechanisms.

Internal and External Engagement, Coordination and Relationship Management

• Represent Trócaire effectively in programme-related platforms and consultations at global, regional, national and/or sub-national levels, and ensure professional and high-quality engagement with all coordination and learning processes established for the grant.
• Cultivate supportive and collaborative working relationships with the participating women-centred organisations and with other local actors that are co-leading coordination mechanisms across multiple contexts, including through facilitation of peer-to-peer exchanges in collaboration with the GBV AoR Coordination Team.
• Consult and coordinate closely with the GBV AoR coordination team, GBV sub-cluster coordinators, Regional Emergency GBV Advisors (REGAs), the GBV Minimum Standards Task Team and the membership of other relevant platforms, such as the Global Protection Cluster and the Call to Action on Protection from Gender-Based Violence in Emergencies.
• Establish and maintain clear internal coordination and communication protocols and processes with Trócaire colleagues (both finance and programming) to ensure timely and high-quality delivery of all project activities.
• Work with colleagues across Trócaire to ensure coherence, synergy and shared learning. This includes collaboration with the wider work of the Global Hub on Partnership and Localisation and the Humanitarian Unit, as well as with colleagues in GBV and Women’s Empowerment; Policy; Safeguarding; and Programme Impact and Learning.

Other Duties

• Fulfil other duties as may reasonably be required by line management, including engaging with wider organisational processes and priorities.
• Travel to project locations, including potentially insecure areas, in line with grant requirements, sometimes at short notice. Periodic travel is expected to programme locations, typically in blocks of 1 – 2 weeks.

Requirements

Qualification

• Relevant third level qualification.
• Relevant humanitarian/development training.
• Post-graduate qualification in Social Work, Public Health, Psychology, International Development, Humanitarian Action, Gender Studies or other relevant field of study preferred.

Experience

• 5 years in the humanitarian or development sector in a programmatic role, including at least 3 years in the design and implementation of GBV programmes in development/humanitarian settings. International experience an advantage.
• Participating in humanitarian coordination mechanisms, particularly GBV sub-clusters or working groups at global, national or sub-national level. Experience co-chairing coordination mechanisms an advantage.
• GBViE programming, either in grassroots women-led organisations, or in partnership with grassroots, women-led organisations.
• Supporting women’s leadership or localisation initiatives, including experience designing and implementing capacity sharing and accompaniment models.
• Resource mobilisation experience, including concept note and proposal development.
• Grant management, including all aspects of planning, implementation, financial management and reporting duties in line with donor requirements. Experience with USAID/OFDA/BHA-funded grants an advantage.

This post, while based in Nairobi, is situated within the Programme Impact and Learning (PIL) Team in Trócaire. PIL works with country teams and HQ teams to:

• Strengthen Programme Cycle Management (PCM) and Monitoring, Evaluation, Accountability and Learning (MEAL) practices within projects and grants in Ireland and Internationally.
• Support increased accountability to communities within projects and grants, with a particular focus on strengthening community participation and ownership at every stage of the programme cycle.
• Leverage the responsible use of technology to improve the efficiency and effectiveness of Trócaire programmes.

The postholder will be responsible for developing and overseeing a digital strategy for the Global Programmes Division, in line with the organisational Digital Strategy. This includes the use of technology within Trócaire’s human rights, women’s empowerment, Gender Based Violence, climate & environmental justice, and humanitarian programmes, along with using technology to promote more efficient programme and MEAL management practices.

While the Advisor will be based and managed in the Programme Impact and Learning (PIL) team and will work closely with the MEAL Data Collection and Analysis Advisor and the Global MEAL Advisors. The Advisor will also work cross-organisationally with the IT and Enterprise Systems Development team, the Humanitarian and Programmes team, as well as the ICT in Programmes Steering Committee.

Collaboration with HQ and country-based colleagues, particularly MEAL Advisors, and with partners, both remotely and through field visits, is key to the success of this role.

Reporting to Head of Programme Impact and Learning, this is a 3-year fixed term contract and will be based in Nairobi, Kenya with frequent travel to country programmes[1].

The Programme Accountant will form part of Trócaire’s Global Hub on Partnership and Localisation, which is based in Nairobi. This new role will support the Hub’s programme delivery by coordinating financial and grant management support processes for the team and assigned partners, supporting and coordinating financial planning and budget development for grants and proposals, and ensuring compliance across all grants.

This is a fixed-term contract for 12 months with possibility of extension, reporting to the Global Director – Partnership & Localisation (GD), with dotted line management the Finance & Admin Manager (FAM). This nationally contracted role will be based in Nairobi, Kenya.

Hub Financial and Compliance Duties

• Regularly review and manage effective financial controls, policies and procedures, which comply with Trócaire organisational policies and procedures and widely accepted accounting standards.
• Ensure timely and accurate preparation of financial and donor reports.
• Closely monitor all Hub financial activities and keep the GD, FAM and HQ Finance advised of issues that may impact internal controls or financial management.

The role of Finance Officer will form part of Trócaire’s Global Support Office (GSO), which is based in Nairobi. The GSO hosts several teams, including the Somalia Programme Office, Global Hub on Partnership & Localisation, the Sudan Programme office, and various global roles devolved from HQ. The role will provide financial and administrative supports that contribute to the GSO’s successful operations.

This is a fixed-term contract for 12 months with possibility of extension, reporting to the Finance & Admin Manager (FAM). This nationally contracted role will be based in Nairobi, Kenya.

Key Duties & Responsibilities

Finance Duties:

• Process the daily financial needs for the Trócaire Global Support Office.
• Work closely with all GSO teams on financial planning to ensure the funds are always available for implementation of activities.
• Prepare weekly, monthly and quarterly GSO financial reports and ensuring that expenditure is incurred within the budget limits and following financial procedures.
• Assist the FAM and Programme Accountants in the preparation of financial reports as needed.
• Prepare monthly reconciliation statements (bank and petty cash) and notify the FAM when any balance on the bank accounts is running low.
• Prepare and submit for approval the cash request from Head office with inputs from the Somalia, Sudan, Hub and GSO teams.
• Ensure that transactions are fully supported and approved before payment.
• Regularly review all supporting documentation to ensure validity and follow up on any issues identified.
• Oversee a highly organized and well managed filing system of all finance documents to ensure good audit trail.
• Ensuring that only fully budget coded expenditures are paid and posted to the Agresso accounting system in line with the finance procedures.
• Assist with the preparation of the audit schedules and support internal and external audit processes.
• Maintain current knowledge of Kenya government requirements related to financial matters and ensure all taxes due are paid to the relevant government authorities within the set deadlines.
• Liaise with the FAM and GSO Office Manager and regularly update an accurate fixed assets register.
• Ensure timely payments and funds transfer to suppliers and staff.
• Keep fiduciary filing duty of all the contracts and agreements and monitor status on a quarterly basis; keep log of all payments done/due for all the contractual obligations.
• Work with the GSO Office Manager in preparing the admin expenditure budget and ensuring that expenditure is incurred within budget limits and following financial procedures.
• Support with annual and project budget preparation for GSO.
• Conduct data entry of financial data on the Agresso accounting system on a daily basis with correct budget and cost centres.
• Prepare monthly financial checklist; ensure they are reviewed and sign off by 15th of the month.
• Ensure partners transfers are transferred on time and partner grant confirmation receipts are received and filed.
• Support on the preparation of the annual and quarterly budget packs; ensure they are reviewed and submitted to HQ on time.
• Liaise with the GSO Office Manager on missionary grants transfers and reports.
• Prepare monthly batch journal uploads for recurring expenditure including salary costs, taxi and other costs.
• Ensure shared cost budget and sharing matrix are up to date and costs shared with the agreed cost share matrix.
• Assist the FAM on monthly intercompany accounts reconciliations.
• Facilitate bank transactions and act as the GSO bank agent.
• Ensure a well-managed petty cash system.
• Ensure smooth communication with the Sudan and Hub Programme Accountants, in relation to proper budget codes and programme visits, among other activities.

Requirements

Person Specification – Essential Requirements

Qualification

• An undergraduate degree in a finance-related field.
• First level accountancy qualification.

Experience

• At least 3 years of relevant financial work experience with a development or humanitarian organisation.
• Hands on experience with using Agresso or a similar accounting system.

Skills

• Strong financial and administrative skills.
• Strong computer skills, including in use of accounting software and MS office programs (Word, Excel, Outlook).
• Ability to work independently while also being a strong team player.
