This post, while based in Nairobi, is situated within the Programme Impact and Learning (PIL) Team in Trócaire. PIL works with country teams and HQ teams to:
- Strengthen Programme Cycle Management (PCM) and Monitoring, Evaluation, Accountability and Learning (MEAL) practices within projects and grants in Ireland and Internationally.
- Support increased accountability to communities within projects and grants, with a particular focus on strengthening community participation and ownership at every stage of the programme cycle.
- Leverage the responsible use of technology to improve the efficiency and effectiveness of Trócaire programmes.
The postholder will be responsible for developing and overseeing a digital strategy for the Global Programmes Division, in line with the organisational Digital Strategy. This includes the use of technology within Trócaire’s human rights, women’s empowerment, Gender Based Violence, climate & environmental justice, and humanitarian programmes, along with using technology to promote more efficient programme and MEAL management practices.
While the Advisor will be based and managed in the Programme Impact and Learning (PIL) team and will work closely with the MEAL Data Collection and Analysis Advisor and the Global MEAL Advisors. The Advisor will also work cross-organisationally with the IT and Enterprise Systems Development team, the Humanitarian and Programmes team, as well as the ICT in Programmes Steering Committee.
Collaboration with HQ and country-based colleagues, particularly MEAL Advisors, and with partners, both remotely and through field visits, is key to the success of this role.
Reporting to Head of Programme Impact and Learning, this is a 3-year fixed term contract and will be based in Nairobi, Kenya with frequent travel to country programmes[1].

Key Duties & Responsibilities
Technology for Impact
Work with colleagues across the Global Programmes Division and the ICT in Programmes Steering Committee to:
- Review the current use of technology in Trócaire’s development and humanitarian programmes, identifying areas for new or further investment.
- Review and update the digital strategy for Trócaire’s Global Programmes Division that is in line with the organisational digital strategy and with Trócaire’s localisation and partnership focus.
- Lead out on the implementation of the revised divisional strategy.
- Work closely with country and HQ colleagues to document learning across the organisation on the use of technology in programmes for impact e.g., through case studies.
- Ensure any technology used in programming is ethical, safe and appropriate for partners and people supported and that is complies with GDPR and other relevant data protection requirements.
- Explore and shape emerging best practices on ICT for programmes in the sector through collaboration and engagement with peers internally and externally, including participating in and contributing to NetHope’s ICT4D working group.
- Develop processes and support country teams to manage the adoption, and where appropriate, the scale-up of new technology within country offices.
- Provide advice for new grant applications and proposals as required on areas of innovation and technology, ensuring adequate budgets are allotted for technology.
- Be the focal person in the Global Programmes Division for the testing and roll out of the organisation’s preferred data visualisation platform.
- Lead the piloting and roll out of Trócaire’s data visualisation platform in the GP Division and in a number of country offices.
- Provide support and assistance to country teams so that they can maximise the impact of the software for reporting and data analysis purposes.
- Drive continuous improvement and development of Trócaire’s approach to data visualisation.
- Support the Head of PIL and team colleagues as required on relevant organisational initiatives.
- Closely collaborate with the MEAL Data Collection and Analysis Advisor on the use of CommCare across the organisation.
- Closely collaborate with the Accountability and Learning Advisor to digitise Feedback and Complaints Handling Mechanisms (FCHMs).
- Manage Trócaire’s overall relationship with Dimagi/CommCare.
- Lead organisation wide communication around ICT in programmes initiatives.
- Collaboration with PIL team members, Global MEAL Team and stakeholders. internally and externally to leverage learning and create interest and engagement in PILs work, and foster positive working relationships.
- Support concept note and proposal development for funding calls with ICT elements on an ad-hoc ongoing basis.
- Profile Trócaire’s work on the use of technology in programmes externally and internally.

Qualification
Primary degree in a relevant area
Experience
- At least 5 years’ experience in programmes or MEAL roles with at least 3 years’ experience working in an international NGO environment, preferably in an overseas-based position.
- At least 3 years’ experience of using digital technology/ICT to improve programme quality
- Excellent data presentation and report writing skills.
- Expertise in the development and delivery of training and support to colleagues and partners
- Experience in project management
- Experience in providing guidance and often direct bilateral support to colleagues in relevant activities.
- Experience with data visualisation software such as PowerBi or Tableau
- Experience of using digital data collection platforms such as CommCare or Kobo
- Experience of best practice in relation to data protection/GDPR

Requirements
Qualification
- A research-focused post-graduate qualification, preferably in an international development or technology related discipline.
- Train the trainer or related certification
- Experience of conducting M&E activities within an overseas development/humanitarian context.
- Experience of working with partnership agencies in an overseas development context.
- Experience of multiple analysis platforms and CRM software solutions such as Salesforce
- Experience of liaising with solution providers.
- Experience of project management software solutions.
- Good knowledge of written and spoken Spanish and/ or French
