PLAN INTERNATIONAL KENYA

• Plan International Kenya’s (PIK) strategic goal in the next five years is to end teenage pregnancies and end all forms of sexual and gender-based violence against adolescent girls and young women. We aim to help create an enabling environment where girls and young women are safe, valued, equally cared for, and have equal opportunities. PIK will contribute to the global strategy by aiming to reach directly approximately 2.75 million (children, including girls and young women over the period of the strategy 2022-2026 and to reach additional beneficiaries through its interventions.
• Plan International's Conservation and Sustainable Management of Coastal and Marine Ecosystems (COSME) project aims to significantly scale up Plan International Kenya’s current women-led, climate-resilient livelihoods and coastal management project in Kwale and Kilifi counties. It takes an ecosystems-based approach in partnership with Jane Goodall Institute (JGI) Canada, COSME will also capitalize on opportunities for South-South learning by working between Kenya/Tanzania cross-border communities within the same marine coastal and coastal forest eco-regions. 
• The project will be instrumental in driving Nature Based Solutions (NbS) for climate adaptation and biodiversity conservation in the selected eco-regions: i) mangrove restoration and conservation; ii) sustainable seaweed farming; and iii) locally-led forest management and conservation. Small-scale conservation agriculture practices will also be deployed to build the resilience of women in selected communities.  The ultimate project outcome is improved climate-resilient, equitable economies within communities relying on coastal and marine ecosystems.
• The Procurement, Administration and Logistics Officer will be responsible for support of the general administration and procurement transactional activities for all the project work in both Kilifi and Kwale Program Unit areas.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

Office Management and General Administration – 20%

• Provide oversight of project operations both in Kilifi and Kwale units to ensure a conducive work environment.
• In liaison with Kwale and Kilifi Procurement and Logistics team, support implementation of asset and property management, fleet and travel management, warehousing and inventory management and project staff safety and operational health (OSH), in liaison with relevant departments
• Organizing, arranging and coordinating COSME project related meetings.
• Compilation & consolidation of accurate weekly, monthly & bi annual and annual reports.
• Oversee office filing, archiving and records maintenance.
• Participate in project and PU program meetings

Procurement– 55%

Coordination & Planning

• Liaise with the user and technical departments to ensure accuracy of the procurement plans and that specifications on PRs, meet market standards, and user requirements
• Oversee program area procurement functions to ensure value for money to the organization.
• Ensure transparency and integrity in the procurement processes in line with Plan policies and guidelines. 
• Consolidate and monitor procurement plans and reporting for the project area.
• Participate in periodic reviews of the procurement guidelines for responsiveness and ensure their correct implementation by all the staff. 
• Participate in periodic review and update of the supplier database which is able to adequately serve the business needs.
• Advice on grants compliance policies.
• Prepare and share monthly reports to inform management decisions.
• Provide technical support to staff on procurement processes and procedures.
• Liaise with the requesters to ensure goods and services requested are received and the necessary documentation satisfactorily done (goods received notes/invoices etc.).

Tendering & Award Process 

• In liaison with the field office supply chain team, coordinate the tendering committee in review, update and implementation of supplier sourcing process.
• In liaison with the tender committee, oversee open and closed tender procedures and performs bid analysis and filing.
• Provide technical guidance to the requesters on offers received and best services, to be procured taking cognizance of value for money, specifications and quality issues in compliance with set policy guidelines.
• Prepare purchase orders and contracts, ensure all approvals are obtained and services rendered.
• Keep proper and an up-to-date filling system for all project procurement documents.

Contract Management 

• Ensure contractual obligations are adhered to by all parties and support periodic reviews and contract renewals.
• In liaison with the Procurement, Administration and Logistics Coordinator resolve contract related issues from service providers and users/clients. 
• Monitor and follow through on commitments and reporting (GRN, GRIR)
• Timely update and correctly enter all related data of purchases into SAP 
• Follow-up and ensure timely delivery of requested supplies and materials, and keep the concerned project staff informed on the status of the delivery.  
• Conduct first review of vendor invoices to ensure compliance with the order submitted, raise GRNs before submission to finance for payment processing.
• Track contract implementation status and generate reports of project completion status.
• Timely and accurate submission of all financial documents to the finance department by the stipulated date to ensure Suppliers/service providers’ payments are done in a timely manner.
• Review, update, and share the weekly procurement tracker, to Project team, Project Manager and the Country Supply Chain Manager. 
• Ensure procurement data integrity is maintained in the system at all times

Logistics Management – 15%

• Fleet & Travel Management, Asset, Property & Inventory Management and Warehousing Management
• Oversee Project fleet management system and capacity building for users.
• Ensure compliance to the transport and fleet management policy as well as security SOPs.
• Maintaining the General Project Equipment and asset files to ensure correct documentation pertaining to the identity, repair, theft, loss, disposal, and transfer is completed, reported and filed.
• Periodic assessment of equipment and reporting to the management on the conditions 
• Facilitate insurance for Project assets and equipment
• Oversee storage space and stock management in accordance to Plan procedures

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (5%)

• Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

• Minimum (3) years of progressive NGO experience in procurement, contract management, administration or related area. 
• Experience in procurement modules of any ERP.
• With minimum supervision experience.

The Opportunity

As part of the Impact Evidence and Performance team, the primary role of the M&E System Business Manager is to understand, maintain and support the organisational M&E System (PMERL)  based on Amp Impact from an M&E functional and utilisation perspective.  You will be key in ensuring successful utilisation, adoption and support, in particular with regard to training and reporting as well as  the ongoing use of the system, aligned to Plan’s M&E frameworks and operating standards and procedures. 

As part of the Pamoja Portfolio of Change you will work closely with the other functional teams that are responsible for other critical process and system components. In addition, you will be expected to support users in the live PMERL environment as well, including developing custom reports or dashboards as well as support in data analysis on PMERL data. The role manages 2 people (one matrix management with the Performance and Insights Manager).

The Opportunity

• Plan International is seeking a senior level, dynamic Child Marriage in Humanitarian Settings Technical Lead to strengthen and expand Plan's Child Protection in Humanitarian Action (CPHA) programming around GBV, with a focus on adolescent girls, particularly on the issue of child marriage.
• The Technical Lead will be responsible for a global initiative to scale-up programming targeting adolescents, with a special focus on child marriage, in collaboration with UNHCR. You will be accountable for developing and disseminating global-level resources and tools in order to strengthen child protection programming to address child marriages in humanitarian settings and for driving a learning and development agenda to create more capacity strengthening opportunities for inter-agency staff to advance their professional development around child marriage, child and adolescent survivors of GBV and adolescent girls.
• As the portfolio lead for child marriage in humanitarian settings, you will source and diversify funding opportunities for programming, advocacy and coordination related to this area and provide thought leadership on the research and policy agenda to plug gaps in evidence and knowledge that avoids duplication and remains relevant to country level programming.
• The post-holder is expected to lead on external positioning of Plan International within the humanitarian coordination system and among UN agencies and donors to support the uptake and implementation of programming and advocacy to tackle GBV affecting adolescents, with focus on girls, particularly on the issue of child marriage.

The Opportunity

• Plan International is seeking a senior-level, dynamic and motivated Child Participation and Accountability Technical Lead. The Child Participation and Accountability Technical Lead will be responsible for driving a global initiative, in collaboration with the Global Child Protection Area of Responsibility (AoR), to improve child participation and accountability in critical humanitarian responses and strengthen the capacity of child protection coordinators and coordination group members in this area.

The Opportunity

Plan International is seeking a highly skilled Global Risk Advisor to join our Risk Team within the Governance, Legal, Assurance & Risk Group at our Global Hub. The Global Risk Advisor will provide expert advice, support, and representation for the Risk Management function, with a particular focus on advising and assisting Plan’s Regional and Country Offices, as well as their management teams, to ensure robust risk management across Plan International, Inc., its Members, and subsidiaries. This pivotal role will involve working collaboratively with teams worldwide, promoting a culture of shared responsibility for risk, and overseeing the management of incident reporting and related systems. The Global Risk Advisor will also manage specific projects, budget for key activities, and contribute to maintaining a strong global risk framework.

ROLE PURPOSE

• The regional Child Protection in Emergencies (CPIE) specialist will provide leadership to strengthen overall CPiE programme development and to ensure quality of CPiE programmes in the RESA region. The specialist will provide strategic support on CPiE matters to countries in the region, including its Centre of Excellence for Refugees, and will lead CPiE programme design, portfolio planning and acquisition. The specialist will also be responsible for building and maintaining relationships with relevant regional government departments, key institutional donors, UN agencies and NGOs and actively contribute to CPiE regional coordination mechanisms.

ACCOUNTABILITIES

Leadership and Influencing (30%)

• Represent Plan International and the Child Protection in Emergencies Programme at relevant clusters, working groups, and other fora, especially at regional and global levels. 
• Build and maintain relationships with relevant government departments, donors, UN agencies and NGOs.
• Identify opportunities and establish dialogue towards partnerships with other agencies, especially at regional level to support consortia building, joint advocacy activities, etc 
• Support the development of Plan International’s profile in gender equality programming in emergencies, particularly in regards to girls 
• Actively contribute to regional CPiE Coordination Mechanisms in-country. Where required, take a co-leadership role in the Child Protection Working Group.
• Contribute to relevant global DRM advocacy and policy objectives with documented program evidence.

Impact, Accountability and Learning (20%)

• Ensure that quality data collection and information management systems are in place at country and regional level for appropriate CPiE analysis, planning, evaluation and advocacy.
• Ensure that CPiE monitoring and evaluation systems are developed and implemented in all country programs to gather evidence and inform ongoing programme design.
• Strengthen learning across countries through CPiE learning communities, exchange visits, dedicated CPiE exchange platforms.

Strategy and Programme Design (30%)

• In close collaboration with the regional programme director, Head DRM and country offices, support the development of Plan International’s child protection strategies at regional level, including key programming, research and advocacy priorities in line with regional strategies.
• Support child protection needs assessments in new target areas, determine priorities, activities and required human and financial resources.
• Provide technical assistance to country offices in the formulation of CPiE program strategies and plans.
• Support Country Offices and respective National Offices on securing funds for continuous CPiE programme scale up in the region by providing specific project design support, lessons learnt, and contextual analysis on CPiE issues in the region. 
• Support country office teams in the development of their child protection in emergencies portfolio, including leading proposal development for regional and sub-regional CPiE projects, and building a diversified base of institutional donors. .
• Identify the staffing needs for CPiE responses at country level and support the recruitment process for these positions.

Technical Support to country CPiE program (20%)

• Provide technical guidance and direction including ongoing training, coaching and mentoring to to country CP program staff to ensure quality programming in line with existing global standards for CPiE.
• Provide technical support to country offices to develop technical expertise on CPiE Priority Areas, namely GBV, Adolescents Programming, Child Labour, Children on the Move, Community Based Child Protection and Integrated Programming.
• Contribute to the development of staffing plans to implement CPiE program activities and work with the HR team to recruit in line with approved grants.
• Ensure country-based CPiE Specialists have access to existing resources, guidance, tools and evidence.
• Expand professional growth opportunities for talented CPiE national staff
• Support contextualization of global CPiE guidance and tools.
• Ensure that CPiE interventions are linked in to longer term programming.

Requirements:

• Minimum 6 years of progressively professional experience in CPiE work
• Master’s Degree in social work, social sciences or another related field;
• Strong experience in leading CPiE responses;
• Experience in programming related to adolescents and gender-based violence is an asset;
• Experience of capacity building on CPiE technical areas with a variety of audiences.

The Opportunity

 Join our dynamic Global IT Enterprise team, where you will play a pivotal role in delivering essential business applications and support services that drive our strategic goals. In this exciting position, you will be responsible for implementing approved projects across key applications such as Child Data, SharePoint, and SAP, as well as critical infrastructure services.

As a key member of the IT Project Delivery team, you will also contribute to shaping and refining project management processes, enhancing project execution, and driving system adoption. You will manage project budgets ranging from £50K to £500K, making a significant impact on the success of our global IT initiatives.

The Individual

• We are seeking an experienced IT Project Manager with demonstrable experience successfully delivering systems, liaising, and translating between technology and business needs. Preferably with a PRINCE2, certification or equivalent. Experience delivering multiple IT  projects within a Global organisation would be an advantage.
• Demonstrable experience in full project lifecycle for application development including requirement gathering and analysis, solution design and realisation, testing and implementation.
• With effective internal and external relationship management, excellent analytical skills and the ability to coordinate initiatives across multiple teams and countries are essential.
• Strong influencing, negotiating and communication skills will be imperative as will the capacity to manage demanding workloads, independently and to deadlines.
