Job Summary

• Working under the supervision of the Kenya Country Director, with a dotted line to the Regional Carbon Credit Project Manager for East Africa, this position is responsible for coordinating key Carbon Credit Program requirements in  Kenya Country program. The position will manage the office and project portfolio, the scope of work, schedules, and budgets of various initiatives related to generating carbon credits for safe water projects in Kenya. It will also oversee routine baseline and end-line surveys and water quality testing and coordinate and implement staff and stakeholder training.  

The position is based in the Makueni Kenya and will require routine travel to community locations.

Duties and Responsibilities  

General Responsibilities

Key Responsibilities

Carbon Credit Project and Program Management  

• Audit Coordination: Coordinate regional audits, including logistics and technical leads support for onsite visits, and translate Water Mission’s work in the WASH sector to visiting auditors. 
• Government Compliance: Support partnership conversions for buy-in, MoU negotiation, stakeholder sensitization, and government compliance for Water Mission’s carbon program in Kenya country program.  

Carbon Credit Project Management:   

• Work closely with the Regional Carbon Credit Project Manager in East Africa to provide technical direction for country office staff to successfully implement the Carbon Credit Program. 
• Work with the Regional Carbon Credit Project Manager in East Africa to develop and implement annual operating plans and budgets for Carbon projects. 
• Manage multiple simultaneous project pipelines. 
• Maintain good communications with the project stakeholders, i.e. in-country staff and partner organizations. 
• Ensure that aspects of the project are executed according to an agreed-upon scope of work, design, schedule, and budget. 
• Prepare and submit agreed-upon Project Status Reports using Smartsheet and other project management tools as directed. 
• Budget Management: Prepare written proposals, budget to actuals, and cost estimates for assigned project activities. Support tight fiduciary oversight of all program and project-related expenses. 
• Community Development, Monitoring, Evaluation and Learning  and Program Design 
• Health and Hygiene Promotion campaigns: Work with the staff from the Program Design and Standards and SME departments to implement health & hygiene training. 
• Stakeholder Inclusion. Work with the Program Design and Standards Team and Community Development SME staff to complete stakeholder inclusivity, stakeholder sensitization and community leadership training for carbon activities.  
• Program Design: Coordinate with Program Design and SME staff on integrating new program design elements into existing workflows. 
• Household Surveying: Work with Monitoring, Evaluation, and Learning (MEL), and SME staff to implement project-related surveys and required program documentation, including routine baseline and end-line surveys for all new and existing qualifying safe water projects in the region. 

Professional Services 

Asset Management:    

• Work with the Project Managers, Engineers, and Technicians to implement standards and processes related to asset management.  
• Conduct field inspections and site assessments to ensure projects align with Carbon Credit Program requirements. 
• Support Rural Water Cooperative (RWC) staff with robust Operations & Maintenance. (O&M) schedule for participating in communities. 
• Household Water Quality Testing: Work with the Technical SME staff to implement routine household water quality testing procedures, including maintaining necessary inventory at routine intervals.  
• Continuous Input and Grievance: Work with staff from the Program Design and Standards, Community Development SME, and Rural Water Cooperative (RWC) departments to monitor and follow up on continuous input mechanisms.  
• Technical Carbon Training. Work with country office technical leads, coordinators, and leadership to support their technical knowledge of the Carbon Program, oversee QAQC of program deliverables, and coordinate required staff training.

What is the opportunity?

• Reporting directly to Water Mission Regional Manager in Turkana, the Project Manager will perform project management tasks within the regional offices following established standards and procedures. This position will be based in Turkana.  They are primarily office-based but require travel to remote locations in respective regions to carry out inspections or training. They also include frequent field visits and national and occasional international travel.

The Project manager will be responsible for:

• Provide project management oversight of all projects by tracking the scope of works, project schedule, and budget using Water Missions project management software systems.
• Provide direction and assistance for staff, contractors, and volunteers in the field.
• Provide as-needed onsite project management in support of approved projects.
• Conduct field inspections and site assessments as needed under the direction of the Country Director.
• Maintain regular contact with Department Heads, Water Mission headquarters Program Manager, and stakeholders.
• Oversee project procurement planning and the submission of procurement requisitions to the procurement department.
• Assist with proposal writing, grant applications, and grant reporting.
• Ensure all service contracts are properly tracked, and pay apps are updated accordingly every month and provided to finance as and when needed.
• Oversee the effective coordination of all project activities between engineering, community development, and procurement.
• Oversee management of local contractors.
• Support staff resource tracking and scheduling to ensure suitable utilization of staff time.
• Support vehicle tracking and scheduling to ensure controlled mileage.

Duties and Responsibilities

Office Administration

• Carry out administrative and reception duties per the Program Specialist’s instructions.
• Oversee the front office reception, ensure visitors are attended to, and ensure the reception area is always manned.
• Receive incoming and outgoing calls.
• Oversee the general maintenance of offices and report repairs to the Program Specialist.
• Safe custody of material and equipment:
• Oversee office materials such as stationery, cleaning, and kitchen requisitions, and monitor and control stock supply.
• Staff should sign when taking or returning materials or equipment like cameras and GPS
• Ensure the items are in good working condition when signed out or in.
• Ensure safe custody of keys for office, cars, post office, and organization keys.
• Distribute and control all office materials and reconcile them monthly.
• Take notes during staff and planning meetings.
• Follow up on parcel deliveries and invoice receipt.
• Managing Water Mission Kenya email account and responding to inquiries as authorized.

 Logistical Support for Water Mission Personnel

• Coordinate long and short-term assignments for Regional and International travel bookings and accommodation for Water Mission personnel.
• Arrange the most efficient travel plans with the agreed Water Mission personnel.
• Schedule with the driver plan of Water Misson personnel travels for airport pickups and drops, town runs, and upcountry trips.
• Arrange for the collection and delivery of each individual traveler and check that the drivers have carried out these tasks safely, within the agreed budget and time, in line with the agreed schedule, noting that these could sometimes be outsourced drivers.
• Follow instructions from the Program Specialist, negotiate rates, and arrange the most suitable and cost-effective accommodation for Water Mission personnel visiting Kenya.
• Reconcile accounts signed off by visitors against the final account paid to the accommodation.

Procurement Support

• Work with the Program Specialist to ensure timely renewal of the organization’s annual operating licenses.
• Collaborate with the Supply Chain department to procure and issue office-branded items, including T-shirts, business cards, and laptop bags, to staff.
• Procure airtime for the office and Country Director’s telephone lines.
• Purchase newspapers, receive and store them.

Program-related activities

Safe Water Request Forms

• Issue Safe Water Request Forms to the community and assist in completing them.
• Receive Safe Water Request Forms, from the community and check to confirm they are duly filled.
• Send the letter acknowledging the Safe Water Request Application from the community.

Ensure there is adequate stock of Water Mission flyers, brochures, and other promotional documents in liaison with the program specialist.

• Prepare funds  and stores requests related to the front desk
• Ensure project photos are uploaded to the Water Mission one drive.

 Any other duties as assigned from time to time.

What is the opportunity?

• Working under the direct supervision of the Senior Director, Program Design and Standards, the Carbon Regional Project Manager, East Africa, is responsible for coordinating key Carbon Credit Program Requirements in Water Mission’s East Africa program, using project and program management techniques and excellent written and verbal communications skills. This position will manage scopes of work, schedules, and budgets of a variety of initiatives related to the generation of carbon credits for safe water projects, including the roll-out of new program design elements (WASH Promotion, Stakeholder Inclusivity, Asset Management, etc.), oversee routine baseline and end line surveying, and coordinate and implement necessary staff and stakeholder trainings for program sensitization. The position is based in the CAT or EAT Time Zone and will require routine international travel to remote locations in developing countries. The duration of travel typically lasts 1-3 weeks and occurs 4-6 times per year.   

A successful Regional Carbon Credit Program Manager will:

• Working under the supervision of the Human Resource Manager, Kenya, The Human Resource Specialist will assist with benefits administration, recruiting, onboarding, off-boarding, record keeping, compliance, research, and day-to-day customer service support for our staff. This position will also manage and provide leadership for the Water Mission internship program. As Water Mission continues to grow, the responsibilities of this position may change and flex to adapt to the needs of the ministry. The Human Resources Specialist will be responsible for:

• Support the administration of WMK benefits (health, dental, vision, wellness) including open enrollment, changes, and terminations.

The MEL Officer will be responsible for:

General Responsibilities:

• Maintain a strong Christian witness and model servant leadership to colleagues, partners, the communities we serve, and the public.
• Program Monitoring and Evaluation System Design:
• Assist Water Mission in establishing key performance indicators, collecting performance information, planning, and implementing evaluation programs assigned.
• Manage the development of performance monitoring and impact management systems for Water Mission’s projects in Kenya, including the development and validation of program impact strategy, logical frameworks, measurement indicators, and data collection tools.
• Provide input into the design, implementation, and dissemination of evaluations, special studies, and assessments.
• Manage the creation and review of global and country-level monitoring, evaluation, research, and learning budgets to provide adequate financial resources for evaluations, special studies, and assessments.

Data Collection, Compliance, and Quality Assurance:

• Manage the implementation of data flow activities for Water Mission’s projects in Turkana Kenya.
• Supervise all data collection activities. Work closely with Water Mission’s Community Development Officers, Project Managers, and Engineering teams to ensure timely and continuous collection of data using Water Missions data collection tools including Household, Church Congregation, and Community based Surveys.
• Manage development and implementation of data flow improvements for the Water Mission program in Kenya that will ensure efficient data collection and reporting and support scalability.
• Ensure data quality through data verification procedures, including routine data quality audits, and work with various teams to resolve discrepancies and improve processes.
• Develop and implement training on data collection, storage, quality assurance, and retrieval processes, as needed.

Data Analysis & Visualization:

• Support activities to transform quantitative and qualitative data sets into compelling reports and visuals for different types of audiences.
• Develop and implement plans, methods, and tools for analyzing data.
• Perform qualitative and quantitative data analysis as needed.
• Monitor and respond to relevant data points from the MAP - Water Mission’s innovative Monitoring and Alerting Platform
• Manage analytical reports to provide direct and real-time insights to inform the project design and implementation in Kenya.
• Develop standard protocols, templates, infographics, and procedures to ensure data analysis and visualization needs are met.

Research Practices:

• Implement strategies to improve Water Mission and the broader WASH sector's ability to use data to drive future program design, implementation, and decision making.
• Regularly develop performance reports and share program outcomes and learnings with Water Mission’s International Programs team and all key stakeholders in Kenya (UNICEF, etc.) including reports, training, briefs, commentary, and visuals.
• Facilitate reflection, learning, and adapting meetings regularly in the country.
• Work closely with the communications team to help promote Water Mission’s content including reports, briefs, commentary, and visual data.
• Cultivate strategic M&E relationships and alliances with partners and represent Water Mission’s M&E, data analysis, and visualization activities in public and professional circles through meetings, conferences, and presentations.

• As a key leader in Water Missions International Kenya, the Monitoring & Evaluation Manager is responsible for leading staff in developing a biblical worldview culture that leads to God-honoring excellence in all their work and reinforcing the following: providing accurate data, empowering staff to have the skills and mindset needed to acknowledge mistakes or problems as opportunities to find appropriate solutions, and empowering staff to consistently work for excellence in solutions that are consistent with Water Mission’s mission, vision, values, and standards.

The MEL manager will be responsible for:

Program Monitoring and Evaluation System Design:

• Assist Water Mission in establishing key performance indicators, collecting performance information, planning, and implementing evaluation programs assigned.
• Manage the development of performance monitoring and impact management systems for Water Mission’s projects in Kenya, including the development and validation of program impact strategy, logical frameworks, measurement indicators, and data collection tools.
• Provide input into the design, implementation, and dissemination of evaluations, special studies, and assessments.
• Manage the creation and review of global and country-level monitoring, evaluation, research, and learning budgets to provide adequate financial resources for evaluations, special studies, and assessments.

Data Collection, Compliance, and Quality Assurance:

• Manage the implementation of data flow activities for Water Mission’s projects in Kenya.
• Supervise all data collection activities. Work closely with Water Mission’s Community Development Officers, Project Managers, and Engineering teams to ensure timely and continuous collection of data using Water Missions data collection tools including Household, Church Congregation, and Community based Surveys.
• Manage development and implementation of data flow improvements for the Water Mission program in Kenya that will ensure efficient data collection and reporting and support scalability.
• Ensure data quality through data verification procedures, including routine data quality audits, and work with various teams to resolve discrepancies and improve processes.
• Develop and implement training on data collection, storage, quality assurance, and retrieval processes, as needed.

Data Analysis & Visualization:

• Support activities to transform quantitative and qualitative data sets into compelling reports and visuals for different types of audiences.
• Develop and implement plans, methods, and tools for analyzing data.
• Perform qualitative and quantitative data analysis as needed.
• Monitor and respond to relevant data points from the MAP - Water Mission’s innovative Monitoring and Alerting Platform.
• Manage analytical reports to provide direct and real-time insights to inform the project design and implementation in Kenya.
• Develop standard protocols, templates, infographics, and procedures to ensure data analysis and visualization needs are met.

Research Practices:

• Implement strategies to improve Water Mission and the broader WASH sector's ability to use data to drive future program design, implementation, and decision making.
• Regularly develop performance reports and share program outcomes and learnings with Water Mission’s International Programs team and all key stakeholders in Kenya (UNICEF, etc.) including reports, training, briefs, commentary, and visuals.
• Facilitate reflection, learning, and adapting meetings regularly in the country.
• Work closely with the communications team to help promote Water Mission’s content including reports, briefs, commentary, and visual data.
• Cultivate strategic M&E relationships and alliances with partners and represent Water Mission’s M&E, data analysis, and visualization. activities in public and professional circles through meetings, conferences, and presentations.

Management and Supervision

• Supervise the MEL officers in the regions in liason with the Regional Managers.

Education Qualification and Experience:

• Bachelor's degree in Demography, Statistics, Mathematics, Public Health, Environmental Health, or related field; or equivalent experience. A Master's degree will be an added advantage.
• At least 3-5 years of experience designing, managing, and implementing program monitoring and evaluation activities including:
  • Theory of change and M&E framework.
  • Community needs, baseline, endline, and data quality assessments.
  • Quantitative, qualitative, and mixed methods research & evaluation studies.
  • Surveys, focus group discussions, observational data collection tools.
  • Learning and adapting processes and mechanisms.

Skills & Abilities

• Domain expertise in data science, statistical analysis, and data visualization.
• Working knowledge of one or more data analysis and visualization libraries and packages used today, including PowerBi, R, Tableau, SQL Python, JavaScript, SPSS, Stata, MS Access.
• Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner.
• Demonstrated ability to build consensus, solve problems, and work collaboratively and effectively with other leaders, volunteers, and employees at all levels.
• Ability to thrive in a highly fluid environment and respond to changing requests.
• Good written and verbal cross-cultural communication skills.
• Proficiency in spoken and written English is required.
• Ability and willingness to travel in-country for up to 20 weeks per year. Most in-country trips require this person to ride long car rides on rough terrain and stand for extended periods of time.

The Senior Technician (Electrician) will:

General Responsibilities:

• Maintain a strong Christian witness and model servant leadership to colleagues, partners, the communities we serve, and the public.

Other Responsibilities:

• Carry out the installation of solar PV systems, including electrical wiring, mounting of inverters and panels, testing, installation of main switches, and other standard electrical work
• Conduct troubleshooting and repair work on solar energy systems, including identifying and resolving issues related to wiring, connections, and equipment malfunctions.
• Perform regular inspections and preventative maintenance on electrical systems and equipment
• Act as the site team leader during installations, ensuring efficient, safe, and quality work with adherence to Water Mission’s high standard of installation, best practices, and regulatory requirements.
• Ensure compliance with electrical codes and regulations.
• Ensure quality output in the solar installations, wiring of solar panels, and installation of electrical equipment giving the contractors needed direction.
• Develop maintenance schedules and ensure adherence to safety procedures.
• Train system operators on the day-to-day running and operation of the systems, which includes daily monitoring of residual chlorine levels in treated water.
• Monitor quality testing and assist with borehole/spring/well yield tests.
• Read and understand engineering drawings.
• Perform assessments in communities, including water quality and quantity testing, survey measurements, and other aspects as may be required.
• Provide timely project reporting, including monthly reports, assessment reports, and follow-up reports with accompanying photographs as per specific assignment guidelines.
• Timely support completed projects by attending to system operations and maintenance-related issues.

Other Responsibilities

• Supervise contractors, tradesmen, and general labor and oversee construction of perimeter fencing, tap stands, wash hand basins, valve boxes, digging and backfilling trenches for pipes, foundations, concrete, steel, and masonry structures for the project.
• Preparing building sites.
• Ordering and inspecting building materials.
• Support engineers and technicians with different projects.
• Carry out project implementation according to the design, schedule, and budget.
• Provide timely project communication and implementation progress reports which include:
  • Taking photographs of all the project components at every stage.
  • Giving accurate reports on work progress.
• Carry out accurate water Quality testing.
• Overseeing transportation of materials and equipment by:
• Assisting in loading and transportation of Inventory equipment in a safe manner
• Coordinating Transporting of hardware construction materials
• Coordinate delivery of materials from suppliers as per the WMK BOQ’s, project design, layout, and Engineering recommendations
• Follow store control guidelines when picking anything from the store.
• Proper use and maintenance of the laboratory and laboratory equipment and apparatus.
• Proper use and maintenance of tools, vehicles, and other WM equipment. For the vehicles, the logbook must be filled daily and stating clearly reasons for the journey.
• Site demobilization. This includes the removal of rubbish, equipment, excess materials, temporary structures, and other unacceptable items on site. All rubbish must be disposed of properly and equipment and unused items to be returned to the office.
• Prompt and accurate providing of receipts and cash advance requests.
• Prompt and accurate providing of time sheets.
• Abide by the policies/requirements of the WM Code of Conduct and Staff Policy Manual.
