DUTIES AND RESPONSIBILITIES:

• Collating, processing and interpreting data on Commission’s programs;
• Monitoring the implementation of Commission’s strategic plan and service charter;
• Assisting other departments in developing work plans and aligning them to the budget;
• Implementing Commission’s performance contract in liaison with departments;
• Conducting economic analysis and baseline survey;
• Assisting in conducting economic analysis on programs and projects;
• Consolidating departmental quarterly reports;
• Carrying out service delivery surveys;
• Monitoring and reporting on progress in the implementation of Commission projects and programmes;
• Participating in preparing Commission’s Mid-Term Expenditure Framework (MTEF) budget, and
• Any other duty as may be assigned from time to time.

JOB SPECIFICATION
For appointment to this grade, an officer must have: -

• Served in the grade of Planning and Strategy Officer II or its equivalent for a minimum period of four (4) years;
• Bachelor’s degree in any of the following disciplines: - Economics, Statistics, Mathematics or equivalent qualification from a recognized institution;
• Membership to a professional body in good standing where applicable;
• Certificate in Computer Application Skills from a recognized institution; and
• Demonstrated professional competence as reflected in work performance and results. 

DUTIES AND RESPONSIBILITIES:

• Interviewing complainants and informants and preparing statements;
• Drafting preliminary investigation reports for review;
• Collecting information and undertaking research on various maladministration investigations; Collecting and compiling evidence to identify complainants and perpetrators of maladministration;
• Interviewing perpetrators and informers on cases of administrative justice violations;
• Identifying possible witnesses for issuance of summons;
• Undertaking research on various administrative justice investigations;
• Drafting investigation reports on maladministration issues and.

JOB SPECIFICATION

• Served in the grade of Investigation Officer II or its equivalent for a minimum period of four (4) years;

DUTIES AND RESPONSIBILITIES

• Driving assigned vehicle as authorised;
• Detecting and reporting vehicle defects on time;
• Ensuring vehicle cleanliness;
• Ensuring routine service and maintenance of the vehicle;
• Ensuring security and safety of the vehicle, passengers and goods on and off the road;
• Maintaining daily work ticket;
• Carrying out routine checks on vehicle’s cooling, oil, electrical and brake systems and tyre pressure;

JOB SPECIFICATION

• Kenya Certificate of Secondary Education (KCSE) mean grade D or its equivalent;
• Valid Class BCE Driving License free from any endorsement;
• Occupational Trade Test Grade III for drivers;
• Passed Suitability Test for drivers;
• First Aid Certificate Course lasting not less than one (1) week from St. John Ambulance or Kenya Institute of Highways and Building Technology (KIHBIT) or any other recognized institution;
• Certificate of good conduct;
• Must have 3 years related experience;
• Attended a refresher course for divers lasting not less than one (1) week within the last three (3) years at Kenya Institute of Highway and Building Technology (KIHBIT) or any other recognised institution, and

Duties and Responsibilities:

• Collecting, collating and compiling data on public education and advocacy programmes;
• Assisting in organizing forums such as meetings, workshops and trainings for public education and advocacy sensitization;
• Disseminating information on public education and advocacy;
• Drafting maladministration reports for stakeholders;
• Participating in creating awareness on maladministration and the role of the commission through public forums and use of print and electronic media; and
• Drafting reports on public education and advocacy programs and projects.

JOB DESCRIPTION

The Assistant Director, Complaints & Legal Services will be responsible to the Director, Complaints, Investigations and Legal Services in the day-to-day management of the staff and the functions of the Division for effective and efficient handling of complaints and provision of legal advisory services to the commission.

Overall duties and responsibilities of the position will entail: -

• Coordinate and manage staff and functions of the Division for optimal performance.
• Developing, reviewing and implementing policies, strategies and regulations on complaints management and legal services for the Commission
• Design and facilitation of mechanisms for formal hearings and inquiries on complaints
• Development, review and implementation of guidelines on implementation of Alternative Dispute Resolution mechanism;
• Coordination of drafting and review of legal documents, leases, contracts, Memorandum of Understanding between the Commission and third parties
• Provision of advice on all legal aspects of the Commission, regulations and other legal statutes;
• Coordination and enforcement of matters of non-compliance with legal and regulatory framework of licenses and other parties with the relevant departments
• Coordination of drafting of legal instruments based on policy proposals by the stakeholders;
• Conduct litigation and/or amicus briefs in courts, tribunals and administrative bodies
• Ensure compliance with the policy, legal requirements and provisions in all the undertakings of the Commission
• Coordinate provision of Ombudsman Services at the regional offices;
• Preparation of statutory and operational reports for the division; and
• Any other duties as may be assigned from time to time.

JOB SPECIFICATIONS

• Have post admission experience of eight (8) years; with a minimum of four (4) years’ experience in a managerial position.
• Have a Bachelor degree in Law;
• Have a Masters degree in any of the following disciplines: - Law, Sociology, Business Administration/Management, Public Administration, Governance or its equivalent from a recognised institution.
• Certificate in Leadership/Corporate Governance or Management Course from a recognised institution
• Be a registered Member to the relevant professional body in good standing
• Meet the requirements of chapter 6 of the constitution

JOB DESCRIPTION

The Assistant Director, Information Communication & Technology will be responsible to the Director, Corporate Services for provision of strategic leadership in the management of the Information Communication Technology function, to enhance efficiency in the realization of the Commission’s mandate.

Specific duties and responsibilities will entail: -

• Provide leadership and advisory in Information, Communication and Technological matters;
• Planning, development, coordination and implementation of ICT policies, strategies and standards;
• Define standards associated with information management on appropriate hardware and software;
• Ensuring data protection and security and disaster recovery;
• Recording and verification of data on Information Communication Technology facilities for purposes of accountability, inventory control and maintenance as per procedure manuals;
• Preparation of routine operations/maintenance and reports on performance of computer hardware and software;
• Development of operational procedures and sequences software development;
• Management of vendors and network security;
• Advise on procurement of ICT equipment in liaison with relevant Government agencies
