Key responsibilities include but are not limited to:  

• Provide overall leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project.   
• Provide high quality strategic and technical leadership and vision to guide the development of technical and programmatic activities and project work planning.    
• Ensure that all partners involved in the project are aligned with the project's goals, objectives, and timelines. This includes establishing clear lines of communication and fostering positive working relationships with external partners to ensure effective coordination throughout the project's lifecycle.   
• Serve as the liaison with UNITAID, global and regional partners, and other donor and development agencies (e.g., WHO, Global Fund).   
• Manage effective and efficient use of project resources to achieve the desired results of the project, monitoring the workplans and budgets/finances in accordance with UNITAID and PATH policies and procedures.   
• Ensure timely and accurate financial and programmatic reporting to UNITAID as required, aligned with project objectives and in compliance with relevant SOPs and policies.   
• Plan, direct, and coordinate activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.   
• Provide guidance and coaching to project staff to achieve project goals and develop leadership capacity.   
• Establish and maintain relationships with internal and external stakeholders, including government counterparts, public, private, and implementing partner organizations, on project matters.   

Core competencies/required skills:  

• Master’s or other advanced degree (PhD, MD) in public health or another relevant field with demonstrated experience in midwifery, obstetrics, or pediatrics.   
• At least 10 years’ experience in international health programming, including at least 5 years’ experience in senior-level management positions and experience leading large and complex projects.   
• At least 8 years of progressively responsible experience providing technical assistance and conducting work in several of the following areas: prevention, diagnostics, and treatment research of HIV, syphilis, and viral hepatitis, antenatal care, monitoring and evaluation, operations research, and advocacy.    
• Proven ability to network and collaborate effectively with a wide range of stakeholders and to build collaborative relationships with donors, host-country governments, and local and international health and development agencies.   
• Demonstrated experience in effectively engaging partners and managing multi-partner consortia.    
• Strong project and personnel management skills.   
• Previous experience working on UNITAID programs and working knowledge of UNITAID regulations preferred.

Subawards Management (~60 – 75% level of effort)

• Provide support on outgoing agreements from pre-solicitation stage through closeout.
• Responsible for drafting and reviewing outgoing agreements in accordance to the standard process and consult Legal where required.
• Act as main point of contact for outgoing agreements for program teams within assigned portfolio.
• Support maintenance of outgoing agreement files; track and monitor electronic files during implementation.
• Serve as resource for outgoing agreements closeout, to ensure compliance with donor rules and PATH policies.
• Keep abreast of, interpret, and provide guidance to staff on donor regulations related to outgoing agreements.
• Support in close out process for the awards in Salesforce working closely with the Grants and Contracts (Awards) Officers.
• Lead in data integrity reviews related to outgoing agreements records within the Salesforce, identifying and implementing strategies to improve efficiency and accuracy and completeness of data in Salesforce.
• Providing support for PATH and affiliates’ Audits as may be requested.
• Establish and maintain positive working relationships with donors and program staff.

Data and analytics (~25 to 40% level of effort)

• Serve as the primary point of contact for questions related to PATH’s third-party risk management (TPRM) system: Resolver.
• Support system processes and templates.
• Support OGC Resolver operations including training staff, performing error checking and assisting with process improvements.
• Assist with data management in master data with support from Global Grants and Contracts Manager and Subrecipient Monitoring and Compliance Manager.
• Train and onboard OGC team members on risk management software.
• Track process improvements and update job aids and training materials as needed.

Other Responsibilities

• Work closely with the OGC and program teams to develop, review, and implement award/subaward management associated procedures within pre-established parameters.
• Work closely with the Grants and Contracts Coordinator to ensure data integrity in Salesforce related to Outgoing agreements.

Required Experience

• Bachelor's degree in international development, business administration, or related field required plus a minimum of 3 years of experience in the nonprofit sector.

Leadership and Management

• Lead PATH’s Investigation team, fostering a culture of integrity, accountability, and excellence.
• Develop, implement and deliver strategic plans for the investigation function, aligning with PATH’s overall mission and goals.
• Proficient leadership and team management skills, including the ability to motivate, mentor, and develop team members.
• Play a key role with senior leadership to identify and address potential risks and vulnerabilities within the organization.

Investigations

• Mange the day-to-day operations of the Investigations team including workloads, investigation priorities, key stakeholder engagement and consultants as necessary.
• In conjunction with the Investigations team, conduct high-quality investigations of policy violations and allegations of wrongdoing related to financial fraud, corruption, ethics and compliance, safeguarding, workplace bullying, and other related matters as directed by leadership.
• Partner with PATH legal team and other business partners with the collection, organization, and preparation of data and case information for review and analysis in legal matters, regulatory filings, law enforcement referrals, and cross-functional investigations.
• Ensure complex financial fraud and safeguarding investigations come to a successful conclusion, providing clear and concise findings and recommendations through sufficiently detailed written reports and fit-for-purpose management briefings to enable corrective action planning.
• Review and assess allegations including conducting appropriate debriefing interviews, communicating with the complainant, and counterpart operational colleagues.
• Conduct investigative research, including financial records, procurement documents, and database searches.
• Oversee the formulation of detailed investigation plans and strategies with a summary of case facts and findings to date, chronology of events, witness lists, sequence of investigative activities, and operational logistics.
• Lead investigative missions to collect and organize relevant documentary and electronic information, including witness and subject interviews, and preparing and securing signed witness attestations.
• Manage intake of investigations in a timely manner, making critical decisions as needed, triaging priorities and assigning tasks to Investigations team members, other appropriate colleagues and business partners, as well as trusted external partners as needed.

Training and Awareness

• Craft guidance and ensure it is available to internal and external stakeholders regarding guidelines, principles, and practices of investigations, acting as an ambassador to foster trust and respect for the process.
• Oversee and contribute to the development of education, training, and awareness-building activities as part of a fraud and misconduct prevention program.
• Act as main point of contact for business and program partners to develop and maintain strong collaboration, and to gather knowledge to strengthen processes and develop resources for a culture of integrity.
• Identify process improvements from lessons learned from investigations to inform training and outreach programs and, in partnership with business partners, to strengthen PATH’s internal controls environment.
• Lead and/or contribute to special projects with an enterprise-wide impact requiring guidance and direction from an investigations perspective and participate in cross-functional and organizational strategic initiatives.

Management and Metrics

• Identity efficiencies within the investigations process to design and execute strategic process improvements to maximize the efficiency of the Investigations team.
• Develop reporting metrics within Resolver and PowerBI to evaluate risks and trends across the organization in partnership with key stakeholders.
• Identify and manage external investigators as needed.
• Advise and maintain appropriate communications with senior management, legal counsel, and key stakeholders.
• Establish key metrics and outcomes regarding investigations, providing regular reports to PATH’s Executive Team and senior leadership.

Required Experience

• Bachelor’s degree in a related field, such as finance, forensic accounting, audit, crime or law and a minimum of ten years’ experience conducting safeguarding and complex fraud investigations related to financial, corruption, and procurement fraud.
• A minimum of five years’ experience leading, managing, and motivating teams required.  
• Experience working in a complex, matrixed global organization; international NGO experience including with regulatory and legal requirements of grants and contracts funded by government agencies (such as USAID, FCDO, etc.) and private foundations and donors strongly preferred.
• Strong ethics, integrity, and discretion in handling confidential information appropriately.
• Excellent written and verbal communication skills in English required; analogous skills in French preferred.
• Ability to travel domestically and internationally on short notice as needed. Must be willing to travel up to 25%.
• Proven ability to explain complex concepts to employees at all levels of the organization.

• Ability to work extended hours and to be flexible to accommodate multiple time zones as needed.
• Internationally recognized and relevant certifications such as SEAH Certification, Certified Fraud Examiner, Certified or Chartered Accountant, Certified Information Privacy Professional, and knowledge of US and international privacy law highly desirable.
• Experience working as part of a forensic team using fraud detection technologies and data analysis tools preferred.
• Strong knowledge of international investigation standards (CII, CHS).
• Must have legal authorization to work in Kenya.

Responsibilities

• Verifying and Compiling Mpesa data submitted from the Field and sharing it with finance for payment.
• Proper record keeping for all Mpesa entries done.
• Prompt and accurate transfer of data to Mpesa Output.
• Making follow-up on the submissions of returns from the Counties to ensure prompt processing of and validation of data.

Required skills and experience: 

• A minimum of 2 years’ experience providing data entry and data management technical support to projects and health facility staff.
• Intermediate to advanced knowledge of Microsoft Excel.
• Excellent computer skills including high proficiency in Microsoft Office suite -MS Word, PowerPoint, Outlook, Access and Excel.
• Good Interpersonal communication skills.
• Ability to work and deliver under high-pressure.

Roles and Responbilities

• Work with NVIP and partners to digitally produce maps with accurate geospatial data to identify missed settlement and populations and guide  appropriate vaccination strategy for routine immunisation and immunisation campaigns.
• Work with NVIP and partners to  aid visualization of geospatial data, spatial analysis and geostatistical modeling  to help service delivery teams identify zero-dose children (children who have never been immunized) and improve service delivery to achieve equity in vaccine coverage.
• Harness Geospatial technologies to analyze the geographic distribution of populations in relation to service delivery points and key programmatic indicators to  inform  areas that need additional outreach or targeted improvements in service delivery.
• Develop and maintain master lists and data standards for health facilities, vaccination delivery sites and cold chain, settlements, infrastructure, health area boundaries and other core geographic objects to guide service delivery.
• Use modeling to understand geographic accessibility to services, vaccine distribution, and immunisation coverage with links to data (through HIS, IHRIS, and eLMIS) on vaccine-preventable diseases and AEFI
• Share learnings from Kenya on the role of Geospatial technologies in improving immunisation coverage and equity.

Required Skills/Competencies/Experience

• At least 2 years of experience in GIS environment, developing and leading innovative projects in geospatial data analysis, ideally with significant contributions to health
• Experience in remote sensing software such as ENVI, SNAP, and ERDAS.
• GIS Platform skills e.g. familiarity with using ArcGIS and QGIS.
• Programming & Data Analysis knowledge, e.g. experience in MATLAB, Python, R, SQL.
• Excellent English interpersonal, written, and oral communication skills, including ability to present ideas in a user-friendly non-technical language

The Finance Officer will report to the Finance and Grants Manager and assist with all financial management and compliance, human resource management, operations, and logistics project activities.

Responsibilities:

• Support in monitoring budgets and keeping project management updated about spending against project budgets.
• Ensure compliance with all USAID and PATH policies, practices, and regulations; advise project staff on donor requirements.
• Analyze project expenses, including partner financial reports, on a monthly and quarterly basis.
• Prepare monthly financial projections, forecasts, Pipeline and cash requests.
• Support in the coordinating of the annual work plan and budgeting process with the project team.
• Support procurement of in-country commodities and other project equipment as needed, in collaboration with PMI REACH Finance and Grants Manager.
• Support project team to identify and ensure that necessary approvals are secured.
• Process and review payment vouchers and mobile money payments. Track outstanding advances and follow up to ensure all are cleared on timely basis and in line with PATH’s financial policies.
• Respond on a timely basis to all suppliers’ inquiries, reconcile all the suppliers’ statements with PATH’s records and update the Finance and Grants Manager on any discrepancies.
• Respond to staff inquiries on a timely basis on any financial issues.
• Carry out monthly Bank Reconciliations.
• Process and review payment vouchers for supplier’s payments, posting transactions in Business World.
• Support follow-up on receipts from service providers for VAT reports to USAID as needed and application of DA 1.
• Support internal and external audits including monitoring completion of corrective action.
• Support property and asset management including IT, equipment, transportation and insurance.
• Support procurement processes in Business World and follow up to ensure that they are delivered on time with required specs.

Required skills and experience:

Responsibilities:

• Design, develop, and implement ERP system application features and enhancements.
• Support global end users in all financial system functions related to the ERP application.
• Gather business requirements and prepare documentation related to functional or technical design documents.
• Manage user defect/issue reporting queues and work in the ERP to determine the root cause and resolution of the defect/issue.
• Manage tasks related to ERP administration, improvements, upgrades and enhancements.

Responsibilities:

Strategic leadership, oversight and high-level policy engagement

• Provide strategic leadership and high-level oversight of PATH’s R&D policy advocacy priorities to influence national and regional- level decision makers to enact policies that accelerate equitable access to health products and technologies.
• Serve as PATH’s regional health R&D policy-lead, leading engagement with policy makers and advocacy partners and representing PATH in meetings, convenings, conferences, hearings, events, other public forums, and with the media.
• Work with PATH’s External Affairs Africa Region and Partnership teams to engage and influence agenda of regional and multilateral decision-making bodies —including the African Union, AUDA-NEPAD, Africa CDC, and G20/BRICS—to shape policies, funding, collaboration, and normative/standard-setting initiatives and processes that impact the speed of product development, introduction and equitable access to new health technologies in the Africa region.

Partnership building (internal and external)

• Foster collaboration with relevant PATH’s technical programs to optimize cross-organizational capabilities to advance R&D policy in areas such as vaccines, therapeutics, and diagnostics.
• Lead key relationships and engagements with existing and potential global health R&D stakeholders and advocacy partners in the region—such as product development partners (PDPs), research organizations regional advocacy organizations, coalitions and other entities in advancing PATH’s health R&D advocacy goals.

Project and people management

• Oversee PATH’s Africa health R&D advocacy workstream project management and budget, including development, implementation of, and accountability for annual work plans, budgets and reporting.
• Provide strategic leadership in design of communication materials to influence and document R&D policy advocacy including case studies, thought pieces, policy briefs, lessons learned and best practices,
• Provide overall team leadership and employee support of PATH staff that implement and support health R&D advocacy in the region.
• Promote a culture of excellence, inclusion, learning, support, diversity, and innovation.
• Provide leadership and guidance on organizational changes, including talent development and retention.

Business Development

• In collaboration with the business development team, spearhead strategy and direction-setting for future of PATH’s R&D advocacy work including developing strategic priorities and a pipeline for business development and portfolio growth.

Required Skills and Experience:

• Master’s degree in a public health-related field plus a minimum of twelve years of professional experience including senior-level oversight and leading strategy in R&D policy or advocacy; an equivalent combination of education and experience will be considered.
• Demonstrated success in designing effective policy, advocacy and/or communications strategies and implementing projects to influence health R&D related policies with regional entities and national decision-making bodies.
• Experience working with or influencing regional bodies, multilaterals such as the AUC, AUDA_NEPAD, Africa CDC, G20/BRICS.
• Familiarity with international and local regulatory frameworks (including experience navigating product approvals, compliance with Good Manufacturing Practices (GMP), working with local regulatory bodies) and/or with introduction of pharmaceutical products to the market (including experience in developing go-to-market strategies, conducting market research, managing stakeholder relationships).
• Proven ability to represent an organization publicly and create and maintain effective working relationships with high-level government personnel, regional entities, and partners across the health R&D ecosystem.
• An understanding of the rapidly developing policy landscape around AI, in Africa, and the associated regulatory, and other policy influencing opportunities.
• Knowledge of the pharmaceutical ecosystem: Strong understanding of the pharmaceutical supply chain, from manufacturing to distribution, including market dynamics, regulatory requirements, and pricing strategies.
• Cross-functional collaboration: Experience working with diverse stakeholders across R&D, regulatory, commercial, and supply chain functions to ensure seamless product development and introduction.
• Demonstrated success in leading advocacy partnerships or working groups in creating strategies, aligning activities, and messaging and implementing advocacy and/or policy is a plus.
