Duties and Responsibilities

• Prepare and present for approval of the Board of the Municipality, an annual estimate of revenue and expenditure to fund and carry out the programmes and operations of the Board:
• Be principally responsible for building and maintaining a strong alliance and effective working relationships between the Board of the Municipality and the civil society, private sector and community-based organization:
• iiImplement the decisions and functions of the Board;
• Enforce the provisions of Mavoko and Kangundo Municipal Charter and County legislation and other applicable laws,
• Prepare and administer the annual municipality budget:
• Organize Departmental structures and develop and administration
• Supervise and exercise disciplinary control of all municipality policies, human resources and assets.
• Administer municipality assets, utilities and property
• Secretary to the Board
• Perform other duties as any be directed by the Board of the Municipality

Requirements of Appointment

• Be a citizen of Kenya:
• Hold a degree from a university recognized in Kenya or its equivalent:
• Has at least eighteen (18) - years experience in management:
• Satisfies the requirements of Chapter Six of the Constitution.

Administrative Assistant (MCPSB/10/2024/269) JG - H

This is the entry and training grade for Diploma holders. An officer at this level will work under the guidance and supervision of a senior officer.

Duties and responsibilities at this level will entail:

• Planning of office accommodation and layout;
• Facilitating transport and travelling service;
• Maintaining and updating furniture and office equipment inventory;
• Ensuring payment of utility bills.
• Facilitate movement of assets;
• Facilitating general maintenance of buildings and furniture; and
• Facilitating logistics for meeting, conferences and other special events.
• Collecting and collating data on development activities; and
• Providing input in organizing public participation awareness at the local level;

For appointment to this grade, a candidate must have

• Diploma in any of the following disciplines: Public Administration; Business Administration/Management, Community Development or any other Social Science from a recognized institution; and
• Certificate in computer application from a recognized institution.

Assistant Agricultural Officer III (MCPSB/10/2024/264) JG - H

 Duties and Responsibilities:

This will be the entry and training grade for Assistant Agricultural Officers' cadre. An officer at this level will be deployed in a Sub-County or in an Agricultural Training Center. Duties and responsibilities will involve training and advising farmers on matters related to Crop Production, Land Development, planning and management of demonstration piots.

For appointment to this grade, a candidate must have; -

•  Kenya Certificate of Secondary Education (KCSE) mean grade C or its equivalent; and 
• A Diploma in any of the following fields: Agriculture, Food Technology, Agriculture & Home Economics, Agricultural Education, Horticulture, or any other
• relevant and equivalent qualification from a recognised institution.
   

Agricultural Officer (MCPSB/10/2024/263) JG - K

Terms of Service: (P&P)

Duties and Responsibilities:

An Officer at this level will be deployed in a Sub-County. The officer will be responsible for the overall administration and management of agricultural activities in the sub counties. The officer may also be deployed in specific project areas as Crop Production, Land Development or Project Management. The officer may also be assigned a supervisory role over a number of Agricultural Assistants deployed in working units and/or projects.

Administrative Officer III (MCPSB/10/2024/268) JG - J

Duties and Responsibilities

• Handle public concerns and issues
• Facilitate Citizens participation in development activities
• Collect and collate data on development activities in the county
• Facilitate fleet management
• Plan office accommodation layout
• Develop and update of office equipment and furniture inventory
• Facilitate meetings, conferences and other special events
• Supervise general maintenance and repair of office equipment
• Process administrative documents
• Supervise provision of security and office services
• Supervise records management and messengerial services within various departments
• Provide input in organizing public participation awareness at the local level
• Plan, monitor and evaluate performance of staff against the set targets

For appointment to this position a candidate must have;

• Bachelor's Degree from a university recognized in Kenya in any of the following: Public Administration, Business Administration/Management and Community Development or Public Relations, International Relations, Diplomacy and Marketing or any other social science from a recognized Institution; ii. Assistant Livestock Production Officer III (MCPSB/10/2024/266) JG - H

Duties and Responsibilities:

This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will entail: -

• Carrying out practical demonstrations relating to livestock production;
•  Accompanying extension teams during farm visits and farmer training;
• Participating in field days and agricultural shows to disseminate livestock production technologies and information;
• Collecting and collating livestock data and information for gross margins, market access and planning;
• Participating in collaborative research activities;
• Collecting livestock inputs and products samples for analysis; and
• Advising farmers on group formation, construction of farm structures and equipment's.

For appointment to this position, a candidate must have;

• Diploma in any of the following disciplines: Animal Health and Production, Agriculture, Animal Husbandry, Dairy Science and Technology, Agribusiness, Animal Production, Farm Management, Apiculture, Range Management or Natural Resource Management from a recognized institution; and
• Certificate in computer applications from a recognized institution.

Co-operative Officer II (MCPSB/10/2024/267) JG - J

Duties and Responsibilities:

• Promotion of cooperative societies
• Training cooperatives
• Enforcing cooperatives legislation
• Advising cooperatives
• Cooperative credit administration
• Implementing cooperative development policies

For appointment to this position a candidate must have;

• Bachelor's degree in any of the disciplines: Cooperative management, Business Administration, sociology, Marketing, Entrepreneurship, Banking or Management and organizational development from a recognized institution.

Duties and Responsibilities

• Developing new land survey techniques and policies
• Assessing human capacity development needs in line with the changing professional demands
• Supervising research of new and emerging technologies
• Verifying cadastral, adjudication, topographical, sub- divisional schemes, photo engineering surveys
• Carrying out quality control of astronomical, gravity, magnetic, cadastral, VLBI observations, adjudication and general boundary surveys
• Calibrating and certifying survey equipment.
• Estimating and costing of survey projects.

Requirements for Appointment

For appointment to this grade, an officer must have: -

• Have at least eighteen (18) years of experience of which five (5) should be in Public Service
• Bachelors degree in any of the following disciplines: Land surveying and photogrammetry, Geomatic, Geomatics Engineering. Technology in Geomatics, Technology in Geo-informatics, Geo- spatial Engineering. Philosophy in Technology (Survey) from a recognized institution.
• Masters in any of the following disciplines: Land Surveying, Land management. Cartography, Photogrammetry, Photolithography, Geomatic, Geomatic Engineering, Technology in Geomatics. Technology in Geoinformatics, Geo- spatial Engineering, Geographical Information Systems (GIS), Urban or Regional Planning, Geodesy, Hydrography. Environmental Science, Information Science or its equivalent qualification from a recognized institution.
• Full membership of the Institution of Surveyors of Kenya (MISK).
• Certificate in computer application skills from a recognized institution;

Duties and Responsibilities

• Provide skilled care and support during the preoperative journey;
• Assessing, planning, implementation of nursing interventions and evaluating patient's outcomes;
• Preoperative assessment of patient;
• Receive, assess and deliver care on the patient's arrival into the post anesthetic care unit;
• Monitor the patient's health and support them. providing appropriate care and treatment until the patient has recovered from the effects of the anesthesia and/or surgery and is stable:
• Assess the patient in order to ensure they can be discharged back to a surgical ward area;
• Evaluate the care given during the Preoperative phases (anesthetics, surgery, and recovery); and
• Any other duty as may be assigned from time to time.

Requirements for Appointment

• Be holder of a Diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Nursing/Midwifery or Kenya Registered Nursing/Mental Health and Psychiatry from a recognized institution;
• Must have an Advanced Diploma or a Higher Diploma in peri-operative
• Registration certificate issued by the Nursing Council of Kenya;
• Valid Practicing license from Nursing Council of Kenya;
• Certificate in computer application skills from a recognized institution
