Main purpose of the job

• The postholder will be responsible for driving forward the results, monitoring, evaluation and learning agenda across British Embassy Mogadishu Somalia to help achieve the greatest impact in Somalia with UK resources. This includes supporting teams with logframes, Theories of Change and MEL systems (developing Terms Of References, reviewing bids, and quality assuring products throughout the programme cycle), as well as capacity building across the network. The postholder will lead the portfolio wide results, evidence and evaluation agendas that will feed into monitoring and evaluating progress against the Country Plan.
• The postholder will be the Senior Responsible Officer for the Somalia Monitoring Programme 3 (SMP3). This programme covers Somalia’s Third-Party Monitoring and Learning (TPML). FCDO staff are unable to access the field in Somalia and thus we rely on third-party monitors to be our eyes and ears on the ground, to verify that out activities are being implemented as intended, and to ensure that they are appropriate, relevant, and set us on the right course to achieving our outcomes. The programme also delivers on the Statistical Capacity-Building work, which involves close working with the Somali Administration and the UNFPA to plan for the first Census since 1975.

Roles and Responsibilities:

Ensuring the Somalia Monitoring Programme 3 (SMP3) is delivered effectively, and efficiently by:

• Managing the TPML Supplier: quality assuring and approving verification plans and learning reports, convening learning and dissemination events, and ensuring that the products are high-quality and respond to FCDO needs.
• Managing the MOU with UNFPA which stipulates how UNFPA will use FCDO funds to support the generation and use of statistics in Somalia. As part of this, you will represent the UK’s interests and needs with regards to data generation and reporting. This will involve working politically and strategically with the Somali Administration and other donors to ensure the successful delivery of surveys and statistical products.
• Work closely with the UK’S ONS (including the local line management of an embedded G7 MEL/Stats Advisor) to ensure alignment of the technical support being provided to the Somali Administration with the FCDO’s data needs.

Improving M&E at the programme and country/portfolio levels by:

• Supporting teams with, and quality assurance of programme M&E including logframes, theories of change, evaluations, and M&E systems.
• Providing timely quality assurance for annual reviews, project completion reviews, concept notes and business cases ensuring a consistent approach to project scoring underpinned by sufficient evidence, and adherence to guidance and transparency requirements.
• Timely reporting on British Embassy Mogadishu contributions to centralised results commissions.
• Contributing to reporting to the Portfolio Board and Country Board of progress against the Somalia Country Plan, including quality assuring and collating data for KPIs.
• Supporting Campaign Goals in identifying theories of change and cross office themes, and suporting broader portfolio-level MEL 
• Building M&E capacity across the network (e.g., by delivering trainings and clinics)
• Encouraging and supporting the application of evaluation recommendations and findings. 

Sharing statistical/evaluation expertise across the Statistics/Evaluation cadres and contributing to the cross FCDO statistical/evaluation work by:

• Actively engaging in Statistics/Evaluation cadres and knowledge sharing activities including regular attendance at cadre meetings and discussion groups.
• Proactively contribute 10% to the development of the Statistics/Evaluation cadres.
• Continued Professional Development undertaken as per the Government Social Research, Evaluation Cadre and/or Government Statistical Service requirements.

Line Management

• Of an EO Programme Manager and local objective management of Grade 7 ONS Stats/MEL advisor.  
• Candidates who secure a role that is considered specialist/technical, may be required to affiliate to the relevant specialist network, if not already a member

Technical competencies:

• At least 5 years experience in leading, managing and/or commissioning evaluations.
• Masters degree in economics, evaluation, social sciences, political sciences, statistics or a related field.
• Strong technical proficiency in a range of evaluation methods, both qualitative and quantitative.
• Experience of applying evaluation methods and approaches in international contexts.
• An understanding of the challenges of working in a fragile and conflict affected setting, and ability to adapt to this quickly is essential although it is not essential that the postholder has already done a posting in this setting.

Main purpose of job:

• This HEO Grant Manager role is an exciting opportunity to work across climate and prosperity teams in Nairobi and London. The position will be managed from within the British High Commission Prosperity and Climate team in Nairobi and will be based there. The role is split 50/50 across the Prosperity and Climate team in Nairobi and the Africa Regional Climate and Nature (ARCAN) programme team in the Africa Programme and Expertise (APEX) Department. 
• The Prosperity and Climate (P&C) team in Nairobi manages three bilateral programmes – Sustainable Urban Economic Development (SUED), Regional Economic Development for Investment and Trade (REDIT) and Kenya Catalytic Job’s Fund (KCJF) and a total of nine centrally managed programmes (PACT, FSD Africa, Manufacturing Africa, WISER, CASA, FSD Kenya and PIDG). The team is also in the process of designing a new bilateral Climate Adaptation Programme. In the Country Business Plan (2023-2025), the economic development portfolio seeks to deliver on five key thematic areas: trade, investment, jobs, urbanisation and debt. The P&C is a high performing team, and the post holder will work in a fast-paced, diverse and inclusive work environment.
• The Africa Regional Climate and Nature (ARCAN) Programme is FCDO Africa Programme and Expertise (APEX) Department’s flagship programme to build resilience to climate change, tackle nature and biodiversity loss and support renewable energy in Sub-Saharan Africa. This role will manage grants to organisations to support countries in East Africa to tackle climate change. APEX has team members already based in Nairobi, which this position will work closely with. There is also an active Programme Management hub, which this Grant Management position will be part of.  
• The Grant Manager will have responsibility for ensuring quality project management. Grant Management

• Work with the wider programme team to ensure that the Programme Operating Framework (PrOF), together with relevant guides and procedures, are applied consistently and proportionately to programmes.
• Contribute to drafting the financial, management and commercial cases of new Business Cases and Annual Reviews / Programme Completion Reviews in close consultation with the Senior Responsible Owner (SRO) and Programme Responsible Owner (PRO).
• Gather the information needed to complete the due diligence assessment for identified/selected partners and provide recommendation to the PRO on whether to fund organisations based on your assessment. 
• Prepare drafts for all financing instruments (e.g., Memoranda of Understanding (MoUs) and Accountable Grants (AGs) and ensure that critical information included and then review and finalise all project documentation.
• Provide information for the PRO/SRO and commercial team to allow them to tender for goods and services. This could include providing draft information or scoring criteria for terms of reference (ToR).
• Advise P/SRO/wider programme team on all ongoing programme management milestones/requirements, keep track of review recommendations and be responsible for keeping this up to date and tracking progress through the delivery plan and work plan.
• Ensure all key documents and correspondence (e.g., on changes to budgets, results, logframe, agreements with partners, approvals, etc.) is saved on team and programme folders on Microsoft Teams.
• Work with the P/SRO/Lead Adviser to develop smart logframes/results frameworks that are routinely reviewed and updated and ensure that effective monitoring mechanisms are in place for programmes.
• Ensure that timely, quality responses to correspondence, corporate returns, and submissions relevant to your programmes are produced.

Risk Management

• Develop and maintain an appropriate risk management process and mechanism (with the P/SRO) for your programmes.  Ensure risks are reviewed quarterly, that there are links to portfolio risk discussions, and that there are appropriate mechanisms in place to capture and escalate risks from partners through PRO/SRO to the Development Director.

Financial Management

• Oversee the Programme Officer (who is responsible for updating Hera systems) to ensure data is correct and in line with partner forecasts and approved budgets.  Ensure all changes are updated in a timely manner in line with system requirements (and those set by the Finance Manager).
• Be accountable for developing and maintaining accurate budgets and robust and realistic financial forecasts for all programmes within your portfolio, working closely with PRO/SRO and implementing partners.
• Analyse and challenge partner forecasts; identify ways to incentivise improved forecasting and to deal with poor performance (as appropriate within contract/agreement types).
• Ensure all payments are linked to supporting narrative reports (and these are signed off by the P/SRO/Lead Adviser).
• Work with P/SRO to identify VFM measures and monitor them to ensure proper and effective use of funds.
• Ensure partners understand and conform to the requirements outlined in overarching agreements including principles of zero fraud and corruption.
• Ensure effective systems and processes are set up to detect and report cases of fraud and corruption with implementing partners; manage such cases effectively as needed.
• Ensure all financial information and records (including invoices, audited statements, etc.) are received and properly saved into Teams.

• The Social Development Adviser (SDA) will sit within the Humanitarian, Resilience and Inclusion (HRI) Team responsible for ensuring that the UK’s portfolio in Kenya is effectively addressing the needs of the poorest and most vulnerable, building resilience and pioneering new instruments that catalyse greater government responsibility for service delivery. The HRI team is part of a larger Human and Social Development (HSD) Team which focuses on supporting Kenyan Government to deliver basic services to all its people. • Lead on addressing exclusion in Kenya through BHC Nairobi policy and programmes portfolio. This will entail leading research, evidence and knowledge processes to bring out Kenya’s demographics, social relationships, and political economy. In addition, ensuring that these are shared widely to shape BHC Nairobi’s portfolio.

• Provide leadership in ensuring the UK’s commitments to tackling Violence against Women and Girls (VAWG), all human rights and disability-related issues are delivered across HMG (His Majesty's Government) portfolio in Kenya, and links with Kenya Government. Main purpose of job:

• Chevening is the UK Foreign & Commonwealth Office’s flagship global scholarship programme. Celebrating its 41st anniversary in 2023/24wq, Chevening identifies future leaders and key influencers across 160 countries and territories, providing them with an opportunity to study a postgraduate degree in the UK. Chevening has a 50,000 strong global alumni network.
• Chevening is overseen and managed by The Scholarships Unit within London’s Foreign & Commonwealth Office. The administration of the programme is conducted on behalf of the FCO by the Chevening Secretariat, which is hosted within the Association of Commonwealth universities.
• The Chevening programme officer at the British High Commission in Nairobi is responsible for delivery of the programme in Kenya, working closely with the Chevening Secretariat. The duties and responsibilities set out below cover the work required to run the Chevening programme effectively.

Roles and responsibilities:

Scholar Recruitment:

• Managing the Chevening application process (around 3000 applications received for academic year 2024/25), including.
• Liaising with the relevant Programme Officer International at the Chevening Secretariat to coordinate the application and selection process. 
• Organising pre-departure briefings and ongoing contact/support for the Scholars. Maintaining positive relationships with applicants and award recipients before, during and after their award.

Programme Outreach and Marketing:

• Generating written and visual content for social media, press and radio.
• Identifying other ways to promote Chevening, such as attending university fairs and other outreach events.
• Monitoring the Chevening marketing budget, keeping records of promotional material, contacting suppliers for quotations, and following up that new orders are produced according to the Chevening branding guidelines. 
• Requesting and making use of marketing materials from the Secretariat.
• Sharing information about the scholarships to all colleagues in the High Commission to foster High Commission-wide promotion of the scholarships.

Programme Administration:

• Adhering to deadlines and requests set by the Scholarships Unit (TSU) and the Chevening Secretariat, such as submitting annual programme, marketing and alumni plans, and country briefings for the Reading Committee.
• Conducting administration of the programme in line with Chevening policy as set by TSU.
• Responding to enquiries regarding the scheme and acting as point of contact within the High Commission team on Chevening-related marketing activities, application process and alumni events.

Alumni Engagement:

• Updating and maintaining the database of Chevening alumni. Promoting and actively using Alumni UK to engage with alumni.
• Market and Build capacity around ‘Alumni UK’ to strategize and implement a robust framework for global networking opportunities and continued local professional growth and collaboration across diverse sectors.
• Supporting the development of a more effective Chevening alumni network, organising a series of alumni events from concept to delivery and an annual pre-departure and welcome-home events.
• Successfully bidding for alumni engagement funding opportunities and managing budgets associated with these.
• Keeping CSC and the Secretariat regularly up to date with alumni engagement work in country.

Partnerships:

• Develop local partnerships and account-manage existing partnerships including outreach, engagement, and data management.
• Engage the wider High Commission to get their input and support to develop partnerships.
• Ensure any existing partnerships are managed effectively, working with the Secretariat to ensure timely payments from partners.
• Lead partnership acquisition efforts to expand the support network.
• Identify and secure strategic partnerships with organizations that offer financial and non-financial contributions, such as internships, mentorship programs, and job opportunities for Chevening scholars and alumni.

Finance

• This is an important technical role with responsibility for leading BHC Kenya on monitoring, evaluation and learning. The job holder must champion the use of evidence across all our work, and ensure all MEL activities are proportionate, high quality and up to FCDO standards.
• BHC Nairobi hosts over 400 staff from 10 HMG Departments covering roles on Kenya, Somalia and the region. In line with the UK-Kenya Strategic Partnership, the BHC Country Plan goals cover mutual prosperity, security and stability, sustainable development, climate change, people to people and democracy and human rights.
• Bilateral ODA budget for 2024/25 was £81m. BHC Nairobi works closely with the Government of Kenya at central, regional and county levels, with civil society and businesses. Our international partners include regional organisations and major multilaterals (UN, World Bank, IMF).
• The Strategy, Assurance and Results Team (START) supports BHC to do the right things in the right way and maximise the quality and credibility of our actions, by:
  • providing assurance to BHC leadership, central FCDO and the UK taxpayer;
  • generating and promoting the use of information, evidence and learning; and
  • giving expert support and advice to teams, pillars and leaders.
• We do this through facilitation and support to strategy and policy, and to programmes and ODA spend.  The team provides a one-stop-shop for support on finance, risk, safeguarding, programme management and commercial advice. • The incoming MEL adviser will lead on results, monitoring, evaluation, evidence and learning across programmes and other activities. Roles and Responsibilities:

Programme monitoring, evaluation and learning:

• Supporting, advising and leading teams to generate high quality programme monitoring and evaluation, including logframes or results frameworks, theories of change and independent evaluations.
• Identifying and championing opportunities for evaluation, particularly for new programmes, and ensuring they meet expected standards under the FCDO Evaluation Policy.
• Providing timely quality assurance and advice for annual reviews, project completion reviews, concept notes and business cases, ensuring a consistent approach to project scoring underpinned by sufficient evidence, and adherence to guidance and transparency requirements.
• Provide oversight of programme visits, leading processes around beneficiary feedback, data quality assurance and risk updates.
• Build capability and provide training to programme teams on monitoring, evaluation and results, based on assessment of demand.

• Support, commissioning and oversight for results commissions from HQ.
• Development and improvement of the START Kenya Compliance Dashboard, which provides senior leadership with oversight of the programme portfolio.
• Advising and supporting on tracking progress against the Business Country Plan and strategic partnership, as required.
