The Role:

The Business Development Manager (BDM) works closely with OGB’s strategic partner countries in Africa, Oxfam in Africa(OiA), Oxfam International (OI), and staff from Oxfam GB to develop and implement a strategic vision for business development (BD) across their country portfolio that aligns to new funding opportunities, and that supports the growth of programmes, funding diversification and strategic partnerships.

Primary Responsibilities

• The Senior Policy Advisor will focus on supporting and shaping two areas: the first is providing policy expertise and guidance for a newly initiated program of work on global post-neoliberal economic thinking. This will involve collaborating strategically with others at Oxfam on a variety of issues that they work on (e.g. international financial architecture; intellectual property and trade rules; and more); on macro-level questions on post-neoliberalism; and driving policy engagement around convenings.
• The second is to advance an ambitious agenda in support of public goods and services. This will entail leading work that drives narrative change and supports policy change on universal public goods, public options and public services (e.g. relating to industrial policy, healthcare, energy, transport, and the challenges of private finance) necessary to reducing inequality and fulfilling human rights. To achieve this, it will require undertaking certain activities including:
• Analysis: Prepare and support the drafting of papers and other materials that analyze core issues as noted above, driving fresh and persuasive analysis relevant to tackling inequality within and between countries, and intersecting with climate, economic, gender and racial justice.
• Narrative change: Conceive and deliver strategic work to drive public narrative change on core issues as noted above, including public goods and services. Translate complex economic ideas into eye-catching and accessible messaging.
• Policy change: Support and foster engagement with influential figures, coalition spaces and, where appropriate, policymakers to help secure policy outcomes to combat inequality. Expected to engage issues on public goods and services as an in-house expert and help advance strategic policy change – this will be in international and country-level contexts.
• Synthesize activity around convenings: Engaging convenings that Oxfam is holding on post-neoliberal thinking to place analysis and papers, and holding the responsibility for reporting on them as a rapporteur, including supporting the generation of public materials.
• Relationships: In coordination with other Oxfam colleagues and as appropriate for responsibilities, develop and maintain relationships with external partners and colleagues, collaborate with the same to advance shared goals, and represent Oxfam America with external audiences as necessary.

PURPOSE OF THE POSITION

The Senior Policy Advisor for Global Economic Change will shape and support Oxfam’s policy and narrative change efforts to tackle inequality within and between countries internationally – helping to advance, and holding responsibilities as part of, a strategic, fast-paced, and wide-ranging portfolio. The Senior Policy Advisor will work on two major areas: first is to collaborate with others on global post-neoliberalism thinking; second is to help drive Oxfam’s thinking and narrative change on public goods that reduce inequality. Both stem from a new program on global economic thinking. They will do so by thinking strategically, preparing compelling analysis, providing organizational expertise, engaging policymakers and influentials, monitoring inequality trends, and collaborating with colleagues at Oxfam America, the wider Oxfam Confederation, and external allies.

While the Senior Policy Advisor will engage in a range of inequality issues, specific experience with issues of public goods and services is an advantage.

COORDINATES WITH

• Primarily working with teams across Oxfam America (OUS) Advocacy, Alliances and Policy Division, and with Oxfam International colleagues, especially those engaged on public goods and services and strategic policy areas. The Role

• The Communication Assistant Intern will work closely with the Head of Executive Strategy & Communications to support delivery of the communications strategy for office the Oxfam International Executive Director. The learning and development plan will be jointly developed by the intern and their supervisor.

JOB PURPOSE

• To work closely with the Funding team to ensure compliance to Oxfam’s and donor contract management requirements, monitoring and supporting in the management of restricted donor contracts and ensuring timely and high-quality management information systems and consistency of data between OPAL and CRIMSON. To strengthen the capacity of staff and partners on contract management for effective management of the Kenya funding portfolio. Learn other aspects of the funding portfolio e.g. fundraising in order to be able to support when needed.

KEY RESPONSIBILITIES:

System and Contract Compliance

• Support and provide quality control of all aspects of contract management, particularly business rules compliance, of allocated contracts for high risk contracts.
• Coordinate and share contract management information with programme staff, regional funding team, regional finance as required.
• Monitor funding information systems and ensuring adequate donor intelligence.
• Establish a close working relationship with the regional compliance officer accountants to facilitate synergy in the contract management and reporting.
• Ensure all funding files both electronic and paper are complete and kept up to date.
• Contracts Quality Check (of all new signed contracts that month).
• Disseminate and share Kenya programme key performance indicators on a monthly basis; working with teams and country senior management to address any underperforming KPIs.
• Participate in funding team activities and contribute to development of team and shared objectives.
• Attend planning and training meetings and uphold standards developed by funding to ensure consistency across the programmes.
• Complete other tasks as requested by line manager.
• Ensure key information on new contracts is populated in PeopleSoft - follow-up on getting things right, ensuring the correct documents are uploaded.
• Advise Funding and Programme teams on a monthly basis on the status of Programme, Project & Contract information in the Peoplesoft system (OPAL), drawing attention to shortfalls, risks, inconsistencies and priorities for action using the OPAL management indicator reports.
• Act as the Peoplesoft (OPAL and Crimson) helpdesk for the Kenya Programme and support staff to understand and effectively use Oxfam systems to support their work.
• Work with Funding Coordinator, Crimson and OPAL leads in Oxford and in country offices to ensure that learning opportunities are provided for all necessary staff.
• Support, where necessary, the country teams to ensure CRIMSON compliance, through coaching, training and assisting relevant team members.
• Support the capacity building and induction activities for all relevant staff on good grant management & donor compliance from the programs teams.

Donor Reporting

• Review donor contracts and donor reports for compliance with Oxfam and donor.
• Prepare and disseminate the quarterly and monthly Donor Reporting Schedule (DRS) and work with individual programme units and managers and enforce compliance by working closely with each Programme Manager.
• Reports due or overdue - review of whether resources are in place, what issues are making them overdue, how to resolve and ensure good communications with donor.
• Extract donor reporting templates from all contracts and facilitate storage in a centralized location. Disseminate and share donor reporting guidelines and templates with programme teams.
• Reviewing donor reports to check for compliance before they are submitted to senior management for sign off and submission to donors.
• Maintain a contact list of key contacts for all donor contracts and ensure this is updated on a regular basis.

Capacity Building

• This includes supporting and building “restricted” fund-management capacity and knowledge of donor requirements within Programme, Finance and Logistics teams and partners.
• Training new staff and organizing refresher trainings for staff and managers on OPAL, CRIMSON
• Capacity building of partners on donor requirements and procedures.
• Support staff in the Kenya Programme to monitor and comply with the restricted funding monthly business cycle (debtors, outstanding income, contracts quality checklist, donor reporting schedule).

Proposal development

• Support in donor mapping and exploration of donors in line with Oxfam’s strategic fit, values, and principles.
• Support proposal development processes including adherence to donor and Oxfam compliance requirements.
• Participate in proposal development workshops and meetings.

Job Purpose

• The Public Health Engineer Lead (PHE-L) contributes to the overall delivery of both the Oxfam Country Strategy and the Humanitarian Strategy. The PHE-L heads the PHE team in providing technical support to partners in the design and delivery of WASH programmes, in both urban and rural areas, in lockstep with the public health promotion team, and in coordination with other thematic leads for effective programme integration. The PHE-L is responsible for: working with partners in programme design and ensuring quality implementation of civil works on time and within budget; the strategic development of innovative approaches to ensuring quality, sustainable water, such as through operations and maintenance, or water outcome financing; the development of WASH related proposals to grow income; the development of knowledge and learning to influence the technical sector; and the strengthening of partner capacities in WASH.

• Supporting partners in assessment, design (including BoQs), planning and implementation of civil works infrastructure including improving water quality, water storage, distribution, and sanitation

Partnership Management and capacity building - 30%

• Working closely with the partners to ensure that WASH projects/interventions are implemented in a quality, cost effective and efficient manner.

• Supporting networked approaches that bring together local partners with WASH capacity as a rapid response team in liaison with County steering groups and County water departments.

The Role

• Oxfam is looking for a Senior Climate Resilience Adviser to drive the development and execution of resilience programmes and strategies integrating community driven approaches to resilience and increasing Oxfam’s work in the area of humanitarian, development and peace nexus. As the Senior Climate Resilience Adviser, you will be the linchpin in our efforts to design, implement, and lead climate resilience programmes and strategies across fragile and conflict-affected areas.

This Role Involves

• Strategic Leadership: Working with country and regional partners to support the development and delivery of climate resilience programmes and strategies within conflict and fragile contexts, ensuring alignment with organisational goals and the triple nexus approach.
• Technical Guidance: Provide expert advice and support on integrating climate resilience and anticipatory action into triple nexus programming for conflict and fragile contexts, employing a decolonised and intersectional lens to ensure interventions are culturally sensitive and locally led.
• Partnership Development: Foster strategic influencing partnerships with climate resilience leads in UK with FCDO, UN and international bodies, academic and other strategic organisations to enhance programme impact policy discussions and research, and drive policy and practice change to enable funding mechanisms and partnerships.
• Fundraising and influencing: support or lead fundraising efforts and, using programmatic and sector-wide learning, influence donor practices and policies to better achieve Nexus programming and adoption of decolonised resilience approaches

• The Natural Resources Programme Lead will be a core member of the Natural Resources Programme. The role is part of Oxfam Kenya Development Programmes that works towards ensuring that communities especially women get a fair share of benefits coming from Natural Resources. The role contributes to national, regional and global advocacy and influencing efforts for climate justice, Lands Rights and Just Energy Transition, in order to alleviate poverty and reducing inequality in Kenya.
• The Natural Resources Lead has overall accountability for the Natural Resources programme, grounded in understanding that the climate crisis contributes to fragility and the risk of conflict and disaster. It increases the need for life saving assistance and for protection of those who are forced to leave their homes. To change its course, governments and corporations must stop destructive practices and instead invest in sustainable solutions. The voices of feminist organizations, youth, and indigenous peoples must be amplified in climate negotiations, and lead the transition towards greener and fairer economic solutions. That when poor and vulnerable Kenyan women, men and youth develop awareness of their rights, have the capacities to engage institutions effectively, they will become more active, engaged citizens and will proactively demand that government officials and institutions and private sector actors become more transparent, accountable and effective in performing their roles and delivering on their responsibilities, as outlined in law and policy. That when Kenyan citizens proactively engage government institutions and officials, at national, county and local levels, on issues of relating to land, extractives and natural resource exploitation, that government and private sector actors will be compelled to change their policies and practices to deliver a more progressive land and natural resource management regime that responds to the needs and realises the rights of poor and marginalised women, men and youth.
• S/he contributes significantly to Oxfam’s thought leadership on Climate Justice, Extractives, Lands Rights, Just Energy Transition and effective institutions. Programme Management, Implementation and Resourcing – 40%
