 Summary of Responsibilities:

• Working collaboratively with the Youth Excel team, the local partner, and USAID, serve as an implementation research technical mentor. Learn and use the Youth Excel implementation research approach.
• Manage the adherence to workplan timelines and support local partner throughout implementation.
• Provide individualized technical assistance and strengthen local partner capacities to use implementation research tools, use a variety of data collection methods, and help them succeed in using implementation research.
• Co-lead the development and implementation of a stakeholder engagement plan with the local partner.
• Co-lead the development and implementation of research plans.
• Coordinate the ethical review of all research plans.
• Co-lead the organization and facilitation of regular learning workshops to interrogate, synthesize, and apply research data and findings.
• Assist local partner in organizing and facilitating monthly refresher trainings with mentors to inform and implement adaptations recommended from learning and adaptation workshops.
• Co-author knowledge products (i.e. learning briefs and learning report) with local partner.
• Coordinate and facilitate virtual event to support the release of the Young Emanzi Boys Mentorship Learning Report.

Skills and Qualifications

• Technical knowledge and expertise in gender transformative approaches, gender norms programming, positive masculinities, girls’ empowerment, adolescent sexual and reproductive health, and/or gender and social inclusion.
• Master’s degree in a field related to implementation research and/or participatory action research in a field related to international development, youth development, health, or another relevant field.
• Experience developing and publishing academic knowledge products.
• At least three (3) years’ experience using implementation research, participatory action research, or related methodologies with local organizations in Tanzania. Experience working with youth researchers is strongly preferred.
• Experience providing technical assistance in research to individuals who may not have had research experience.
• Experience upholding high ethical standards in research. Experience working with minors in research preferred.
• Demonstrated facilitation skills with widely diverse groups.
• Demonstrated ability to manage complex projects in fast-paced work environments, and deliver high quality results under tight deadlines.

DUTIES AND RESPONSIBILITIES

• Provide strategic and technical leadership to the program
• Serve as principal liaison with USAID, as well as with key government officials, other donors and implementers, private sector and civil society partners, program beneficiaries, and other stakeholders
• Develop and maintain effective partnerships with local, regional, and international organizations active in the media sector
• Oversee and monitor quality of organizational capacity development to local organizations
• Ensure program activities are implemented on schedule and within budget

SKILLS AND EXPERIENCE

• 10 years of progressive international experience working in media sector strengthening and reform, journalism, civic engagement, or related fields; or a bachelor’s degree in a relevant field with at least 12 years or relevant experience also considered. Successful track record of at least five (5) years supervising, managing, and implementing USAID-funded programs and or other related donor-funded programming, with at least five (5) years of experience managing programs in East Africa
• Successful track record of supervising, designing, managing, and implementing complex donor-funded technical assistance programs (with strong preference for past USAID-funded media development project management experience)
• Ability to establish strong working relationships with senior government officials; media, civic, and private sector leaders; international donors; and other stakeholders

DELIVERABLES 

Under the supervision and in consultation with the Project Director and Training Associate, the Short-Term Consultant will provide support for digital skills and creative coding training for teachers and CSOs in Kwale and Kilifi County. Specifically, the short-term consultant will complete the following ongoing tasks September through December:

• Prepare and review content for basic digital skills and creative coding for delivery of training activities targeting education officials and teachers in coastal Kenya.
• Conduct basic digital skills training sessions with targeted teachers and Curriculum Support Officers.
• Supports the Training Associate to ensure the implementation of feedback from participants for further improvement of content and training mechanism.
• Diagnosing and resolving ICT-related challenges for digital devices in targeted schools in Coastal Kenya.
• Understanding the KPLAY program principles and outcomes and seeking to align daily work to our goals and objectives.
• Participating in team virtual calls and other activities while maintaining a positive attitude.

• Oversee IREX’s organizational vendor practices and procedures including vendor data maintenance, administration of digital vendor systems, and implementation of best practice for vendor management.
• Maintain and organize existing vendor data and coordinate with vendors to update data for financial reporting and analysis.

Your Daily Tasks

• Collaborates effectively with members of the HR headquarters team to provide comprehensive, timely, and equitable HR support to IREX’ country and regional staff
• Meets regularly with local managers to ensure that they are carried along in the implementation of IREX policies and procedures
• Provides training to managers and staff on IREX policies, procedures and processes
• Maintains in-depth knowledge of country and regional legal requirements related to management of employees, reducing legal risks, and ensuring regulatory compliance
• Acts as the primary point of contact for recruiting, onboarding and orientation; performance management; learning and development, and off- boarding related exit surveys

• Maintains a reliable and centrally accessible reference system for country and regional HR. Ensures country office HR manuals, employment letters, country supplements, employee handbooks, HR policies and procedures are   developed, continuously monitored and are compliant with local laws, HQ standards and HR best practices. For country offices that are non-compliant, ensures a plan exists in each field office to achieve full compliance; supports and monitors this plan until full compliance is achieved.
• Reviews employee agreements/templates and project policy manuals to ensure compliance with applicable policies and local law.
• Works to ensure transparent and legally compliant full-cycle recruitment process is in place for each project and is line with IREX’s hiring guidelines

• Work on new country registration: selection of and close coordination with legal firms, including negotiating terms and scopes of work; submission of organizational documents, powers of attorney, and other forms of documentation as required per country/location

Your Daily Tasks

• Records all travel transactions.
• Maintains accurate record and reconciliation in accordance IREX’s procedures, policies, and regulations.
• Coordinates with counterparts and learns to maintain the travel accounts and enters the corresponding recurring journal entries in Costpoint as needed.
• Manages the IREX’s Business Travel Account (BTA) and any assigned travel card. Follows up with counterparts to timely reconcile the related accounts.
• Reviews and updating an orphaned transaction from the BTA import.
• Coordinates with the travel agency and program teams on any outstanding travel transactions to ensure the timely collection of funds.
• Coordinates with the Operations team on Virtual Cards processing for group travel.

Your Background & Skills

• Demonstrated experience providing technical leadership for donor-funded youth development programming in Africa, Latin America, Asia, or the Middle East and North Africa. Familiarity with USAID is useful.

• Engage with Youth Excel staff team, consortium, and donor to give input in setting and adapt program strategy and goals. Contribute to annual work planning, reporting, learning & adaptation, deliverables, and communications.

• Lead periodic internal learning and reflection activities among Youth Excel activity managers to foster a culture of adaptive practice and continuous improvement.
• Serve as Activity Manager directly monitoring assigned activities and partners and provide oversight and support to other activity managers in managing their assigned activity in a holistic, responsive, technically sound way. 
• Directly supervise assigned staff, who may include Activity Managers or other team members. 
• Spearhead development of youth-friendly, clear, concise, and cohesive technical guidance, training, and tools.  Ensure easy accessibility on internal and external platforms.  
• Socialize technical materials to build shared understanding and expectations. Test and refine effective delivery methods for high-touch and low-touch technical support and capacity strengthening for diverse partners.  
• Maintain strong working relationships that foster equity, transparency, and collaboration with diverse partners, participants, donors, and other stakeholders.
• Develop inclusive communications and facilitation approaches to build trust and a positive learning environment at program meetings, trainings, and events.
• Represent program to internal and external stakeholders at the local, regional, and global level through meetings, presentations, conferences, and other events and communications.
• May co-author and publish articles and thought pieces on behalf of Youth Excel.
• Support the mobilization of buy-in funding by pitching the program and co-creating new activities with different offices and country missions across USAID.
• Co-lead recruitment of new program partners by contributing to the design of new activities and funding opportunities, development of requests for applications, technical evaluation of proposals, and subgrant planning. Specifically responsible for ensuring that Activity Managers co-lead these processes and that subgrant development is fully responsive to activity goals and global Youth Excel technical approaches.
• May contribute to IREX new business development.
• Ensure alignment of activity and partner workplans with budgets in collaboration with finance and grants team. Optimize technical support and capacity strengthening strategies in line with available resources and priorities.
• Manage consulting agreements for targeted technical expertise.
• Mentor activity managers and strengthen capacities for technical design, writing, training, and partner and program management.
• Supervise assigned staff.
• Other support duties as needed.
