The Operations Coordinator will provide comprehensive administrative and operational support  across all Girl Effect teams and geographies as part of the global shared services function. Key responsibilities include supporting procurement processes, overseeing records management, coordinating travel and team logistics, and providing general clerical support to ensure smooth office operations.

What you will do

• Work closely with our Procurement & Contracting Specialist on procurement and operations administration.
• Cooperate with the Kenya and global teams to coordinate events, meetings and other logistics across our geographies.
• Maintain and routinely update the asset, procurement, travel and insurance trackers, ensuring all data is accurate and up-to-date. Collect save and organize relevant supporting documentation for each entry within designated drives.
• Support the Operation specialist with travel and logistics processing i.e., visa processing, travel insurance processing, booking flights and accommodation.
• Work closely with the Ops and finance team on petty cash disbursement and reconciliation. 
• Support the Procurement & Contracting Specialist on virtual credit card set-up and reconciliation.
• Perform general office administrative and clerical duties. 
• Any other support duty assigned by the Line Manager

The Programmes team within Girl Effect is responsible for three key areas: 

• Programme Design: Ensure coordinated and efficient cross functional programme design that will deliver impact for girls 
• Programme Delivery: Plan, coordinate, and track the activities of functions across Girl Effect to ensure that programme objectives are met and we submit quality reports to donors 
• Partnerships Implementation: Build and manage relationships with partners that are essential to the delivery of our programmes – including partnerships with organizations that offer services and safe spaces to girls, relevant Government Ministries and working closely with donors funding our programmes 
• Over the next 12 months the team has an exciting and varied programme of work planned. Our workstreams can be quite varied and complex, involving different technical inputs, a range of products and services, and multiple stakeholders across different geographies and contexts. 
• With colleagues located in each of the countries where we work, as well as a cluster of “global” roles located in Kenya, India and the UK, delivering this work successfully requires a combination of tight coordination and multi-country oversight, alongside local expertise and delivery. Within a matrixed structure, our work requires careful planning and coordination to enable it to be as successful as possible. 
• As such, we have identified a need for a key role to provide project management support and expertise within the team; specifically to support the Head of Programmes and Programme Leads in programme design and delivery and with donor partnerships.

What you will do

• Project management for existing (and potentially new) programmes. The requirements here will differ depending on the programme / project, but may include - 
• Maintaining oversight of programmes to ensure that we are on track to meet deadlines and achieve objectives and that high standards are maintained across the programme. Identifying gaps, issues and challenges and addressing these. 
• Coordinating and connecting different teams working on a programme to ensure their activities are aligned. 
• Ensuring we set up and maintain cross-functional work plans to track key activities and milestones. This will require involving stakeholders in the creation and maintenance of the plan and ensuring all risks, dependencies and responsibilities are identified, discussed and built into the planning process. 
• Ensuring thorough risk and issue management exists, instigating mitigation actions, and helping to identify contingency plans where necessary. 
• Supporting the Head of Programmes and Programme Leads to plan resourcing of upcoming projects and ensure all needs are met. 
• Working with the Finance team to track donor budgets and project spend to ensure we’re running to budget. 
• Ensuring efficient and effective communication processes and meeting cadence exist within individual programmes / projects. 
• Stakeholder engagement and relationship management. The requirements will differ depending on the programme, but are likely to include: 
• Managing relationships with donors. Co-ordinating and inputting to donor reporting and donor meetings as required. Ensuring donor requirements and milestones are met. 
• Managing relationships with partners, who we work closely with to deliver some of our programmes. Coordinating and running meetings and working closely with them on programme design and delivery. 
• Establishing and managing relationships with a range of other external stakeholders across a variety of sectors including NGOs, evaluators and research organizations, community based organizations, media and creative industries. 
• Supporting with procurement and management of external suppliers / consultants / partners at a global and local level. 
• In addition to core Project Management responsibilities, this role will also involve - 
• Pro-actively spotting areas for improvement in programme and project management processes and developing simple practical solutions to address these. 
• General ad hoc support to the Head of Programmes and Programmes team. This will include supporting teams with programme activities as and where needed, Due Diligence for new implementing partners, leading team meetings, coordinating inputs to org-wide team updates (please note: this will be a small portion of the role, maximum 10% of time). 

Who you are

What You’ll Do

The selected consultant will be responsible for the following tasks:

• Review the results and the recommendation of the TEGA Roots and Alignment workshop.
• Conduct an analysis of the existing TEGA Admin Handbook and TEGA Training Manual to identify areas that require adaptation for remote operations.
• Develop a comprehensive adaptation strategy outlining the necessary changes to the handbooks and manuals.
• Revise the TEGA Admin Handbook to include specific procedures and guidelines for remote administration
• Revise the TEGA Training Manual to incorporate remote training methodologies
• Develop additional training materials as necessary to support remote training, such as:
• Job aids
• Frequently Asked Questions (FAQs)
• Video tutorials
• Pilot test the revised handbooks and manuals with a selected group of staff and young people to gather feedback and make necessary adjustments.
• Provide comprehensive documentation of the adaptation process, including recommendations for future improvements.

Deliverables

Who You Are

Skills, Knowledge and Experience

• A Bachelor's or Master's degree in Education, Social Sciences, Communication, Instructional Design, or a related field, demonstrating a strong foundation in qualitative research and training methodologies.
• Minimum 4 years of experience in developing training materials, educational content, or administrative handbooks, with a strong portfolio of projects demonstrating expertise in content adaptation, remote learning, and instructional design.
• Strong skills in data analysis and the ability to use insights to inform training content, with experience using data visualization tools (e.g., PowerBI, Tableau) to communicate insights effectively.

• The Partnerships Manager reports to the Country Lead and is part of the organization's development team. They will work closely and collaboratively with the partnerships, create, programs and impact teams, the country teams, the marketing and communications team, and other external stakeholders.

What you will do

• New business development – identify new opportunities for funding through existing and new donors to leverage Girl Effect's ability to create change for girls; working with country and global teams, manage the design and proposal process for short term and multi year donor funded programmes 
• Partnership management – serve as relationship manager on potential and live funding opportunities; work cross-organisationally to ensure successful handover of opportunities to the implementation teams 
• External communication and representation - position Girl Effect within key sectors of interest through external representation, communication, positioning the organization as a thought leader and go-to partner for new business opportunities in girl-programming

Key responsibilities include:

• Identify new opportunities for Girl Effect to apply for funding from trusts, foundations and institutional donors
• Analyzing complex donor EOIs, RFPs and TORs, identifying donor requirements and where Girl Effect can add value 
• Develop/maintain relationships with funders across the sector working in gender equality, sexual and reproductive health rights, economic empowerment, etc 
• Support the development of, and write, strategic concept notes and proposals for funding opportunities
• Undertaking desk research into donor and sector trends in order to position Girl Effect for future funding opportunities

Who you are

Relevant Degree

• 4-6 years of proven experience working in the development sector with a strong understanding of the key thematics Girl Effect focuses on, such as, adolescent girls and young women, sexual and reproductive health and rights, gender, education, livelihoods, social behavior change communications, etc

• The successful candidate will be responsible for managing and supporting the MERL requirements across a portfolio of Girl Effect’s work. At the programme level, this will include support throughout the programme lifecycle during the design and implementation. The role also requires leading and managing evaluation and research work to respond to cross-cutting organisational needs whether looking at impact across many countries, applying a thematic lens such as on Sexual and reproductive health or looking at particular aspects of our Theory of Change. Knowledge Management, communication and learning will be an important part of the role, ensuring that evidence gathered is accessible, well understood and feeds into all aspects of Girl Effect’s work.

This is an exciting role that requires the successful candidate to work on a range of areas as follows:

Strategic

• Understand the business strategy and align research design and programmes to this, ensuring that our data and evidence can deliver against organisational objectives
• Support the development of research and evaluation strategies that address organisational needs and gaps
• Understand and develop MERL systems that respond to donor reporting requirements in close collaboration with Girl Effect’s country offices and senior leadership as well as donor counterparts

Context of the Role

• The Evidence & Insights team within Girl Effect conducts formative research, monitoring & evaluation to support the organisation in designing and developing our work to create the greatest impact for girls. We also work closely with the programmes and social behaviour change (SBC) teams to measure and evaluate our work against our specific objectives and demonstrate our impact to existing and potential donors as well as other stakeholders such as governments and community partners. The team plays a key role in ensuring we are a learning organisation, collecting and using data and insights to understand how we can maximise our reach & impact, and feeding that learning back into the organisation.
• As Girl Effect continues its implementation in Kenya, across Sexual reproductive health and Economic empowerment, we have an exciting and varied portfolio of research, monitoring and evaluation planned in Kenya. So we are looking for an experienced monitoring, evidence, research and learning manager to join our team and to manage the delivery of this range of work in Kenya.

What you’ll do

• Working with the local and global team, implement the market research and knowledge building strategy that effectively informs, monitors and evaluates the design and delivery of the Kenya program portfolio.
• With support from the Evidence and Insights team, lead research projects across Girl Effect Kenya product portfolio, including tool design, data collection, data management and analysis, and report writing.
• Work closely with programmes, SBCC and create managers and communications teams throughout the research process to ensure MERL meets their needs and that findings are shared in engaging and impactful ways.
• Manage the research budget and prioritise resources to maximize the value of research and evidence generation activities
• Support the commissioning of research projects and manage research agencies to conduct research activities; write requests for proposals and Terms of Reference for studies, review research tools, advise on sampling strategies and methodologies, and review analysis and reporting.

• Provide technical expertise to research, monitoring and evaluation projects, working alongside our global MERL team as required. Context of the role

• Girl Effect has big ambitions to deliver significant change for adolescent girls around the world. To achieve our goals, we need to develop partnerships with a wide variety of supporters, including foundations, institutions, corporations and philanthropists.
• The Senior Manager, Partnerships will work within the Partnerships team to implement our fundraising strategy. Critical for success will be an ability to share the work of Girl Effect through compelling, sophisticated and technically excellent proposals, business cases, funding bids, presentations, etc. They will coordinate across departments, ensuring that all aspects of the proposal process are completed, and for successful proposals, any further donor management needed for the life of the engagement such as reporting, marketing and communications, etc.
• The Senior Manager, Partnerships reports to the Senior Director of Partnerships and is part of the organization's global partnerships team. They will work closely and collaboratively with the partnerships, create, programs, finance and impact teams, the communications team, and other external stakeholders. However a key aspect will be to work closely with the on the ground teams in Africa and India.

Objectives

• The aim is to develop a proof-of-concept chatbot that can handle open-ended user inquiries using Girl Effect content developed by a health and gender team. This content will draw from years of Q&A sessions with real girls in our target markets. This content, combined with data on local services such as health clinics or mental health services, will help equip young people, when ready, to access these resources, ensuring their physical and emotional needs are met.
• Within this piece of work, we'll set up the foundational infrastructure to support and possibly deploy the chatbot. It's important to note that scaling this infrastructure and releasing the chatbot to the public aren't included in this phase. Instead, we'll rely on internal users and focus groups for evaluation and testing to validate our proof of concept.

Key Deadlines
We will be taking a phased approach to delivering conversational AI. This TOR defines the first Phase to be delivered within 6 months of the project start.
Within this 6 month deliverable, we will focus on a proof of concept to ensure that we can provide a relevant, safe and engaging conversation chatbot. For this phase, we have identified three key learning questions that will inform our understanding of the viability of available vendor and open source models to perform the specific capabilities to the performance standards required by Girl Effect.

• Tone, language and Relevance: Can the latest technologies in NLP and Large Language Models deliver a highly personalised experience in tonality, language and relevance and enhance personalised experience by directly providing users with the content they request in a tone and language that meets their cultural preferences?
• Safeguarding: Can the latest technologies continue to provide a safe environment for our users and enhance our ability to detect sensitive disclosures and direct users to resources and services when they need them?
• User Engagement: Will integrating Gen AI and switching from a menu-based experience to a conversationally-led experience enhance our user engagement?

Deliverables

• You will deliver a proof-of-concept chatbot that can handle open-ended user inquiries using Girl Effect-approved content, vetted GenAI models, and chatbot and infrastructure frameworks.
• We aim to rigorously evaluate various open-source and proprietary language models. Our research methodology will be meticulously crafted to address each learning objective, fulfill all requirements, and encompass the entire project scope.
• We will handpick models for testing based on their proven efficacy, general recognition in the field, and substantiated outcomes. An initial set of models will be established at the project's outset, anticipating iterative refinements over the six months, influenced by emerging insights and model availability.
• The vendor will employ an evidence-based testing framework to assess each model's Accuracy, Efficiency, and Cohesiveness, considering factors like tone, language adaptability, and contextual relevance. We expect the vendor to implement a suite of automated tests, enabling precise and consistent comparative analysis of each model's performance.
• Your role also entails delivering expert recommendations for model hosting, maintenance infrastructure, chatbot frameworks, and the necessary supporting infrastructure. You are to utilize evidence-based methods for all evaluations. You will be accountable for identifying and detailing all associated costs for each recommended framework and infrastructure solution, whether Cloud, SaaS, or other related expenses.

• Chatbot Framework: It's essential to evaluate the chatbot platform and framework to choose the best-fit solution. You will be responsible for accessing and selecting the appropriate framework for our next-generation conversational GenAI chatbots.
• Vetted Content: Ensuring our chatbots disseminate exclusively verified information is crucial. Your task is to build a chatbot infrastructure that guarantees user responses are confined to content sanctioned by Girl Effect, encompassing approved knowledge and service-related data. Employ and rigorously test suitable methodologies to ensure the model delivers safe and vetted content consistently.
• Technical safeguarding: The infrastructure must incorporate mechanisms for identifying safeguarding disclosures and initiating the correct response protocols. The proof of concept (POC) needs to showcase the ability to recognize safeguarding instances and seamlessly integrate them into the appropriate action-oriented workflows.
• Mix-code Languages: Girl Effect operates in areas where low-resource languages prevail. (languages that lack large monolingual or manually crafted linguistic resources sufficient for building statistical NLP applications). Not only are users in these regions speaking in low-resource languages, they also often mix languages and local slang, speaking in what is termed mix-coded languages. Relevant techniques should be employed and evaluated to facilitate conversations in specific mixed-code languages. Specifically in scope will be Hinglish for the Indian market and Sheng for Kenya.
• Culture and Tone: The design of Girl Effect's chatbot user experience must mirror the local cultural context and resonate with the user's tone. Employ and evaluate effective techniques to capture the youthful essence that aligns with the Girl Effect brand identity.
• Speech to Text and Text to Speech: Understanding the capability of speech-to-text and text-to-speech chatbots for integration into IVR or other lo-fi systems for processing and communication through voice notes. This scope should include testing speech-to-text and text-to-speech for the specified low-resource and mix-coded languages.
• Production infrastructure: Based on the POCs implemented in this workstream, a production infrastructure should be created capable of supporting and testing the relevant models and chatbot infrastructure.

What you will do 

• Lead and support in the development of concept notes and proposals for funding opportunities
• Work with our partnerships, program, create, finance, human resources and impact teams, and girls themselves,  to develop proposals for girl-centered social behavior change communications programs around health, education and economic empowerment in South Asia and Africa using youth brands, digital tools and media
• Work closely with country teams in our current and future markets across Africa and South Asia including  Ethiopia, Tanzania, Kenya, South Africa, Nigeria and India, increasing/improving their capacities in proposal development
• Develop pitch decks, reports and other promotional materials for donors
• Lead the development and implementation of prospect plans, keeping abreast of the sector trends to maximize opportunities for the organization
• Provide technical assistance and perform spot checks to verify compliance with donor rules and regulations
• Engage in strategic networking to expand the organization’s positioning and enhance the organization’s image and visibility

Who you are

• A proven wealth of experience working in the development sector with a  strong programmatic understanding, particularly in the areas of adolescent girls and young women, sexual and reproductive health rights, gender, social behavior change communications, etc
• You have experience working with key donors such as USAID, FCDO, SIDA, Bill and Melinda Gates Foundation, UN agencies etc
• You are a development generalist and have a track record of securing funding from a wide range of donors and social impact investors
• You have experience working in a diverse team
